Recommended motion:
1 . That the classification of Employee Transportation Coordinator be deleted;
that the classification of Administrative Analyst in the Office of the
City Administrator be established at Range 4357 ($2632 - $3199/mo. ) and
that the job description be referred to Civil Service for review; that
the City Administrator be authorized to reduce the hours and salary of
the assistant to the City Administrator to 25 hours per week with the
understanding that the position will receive no benefits other than PERS
as required for part time employees.
2 . That the Director of Personnel be authorized to update-,Resolution Nos.
6413 and 6433 to reflect the above actions.

STAFF REPORT
It is requested that some position changes be approved for the
City Administrator's Office. Those changes are summarized as
follows:
PROPOSED POSITION CHANGES
1. Change title of Employee Transportation Coordinator to
Administrative Analyst - (No change in salary but an additional
benefit cost to the General Fund of $940 annually)
2 . Reduce hours of Assistant to the City Administrator to 25
hours per week. Due to the reduction in hours and the fact that
part timers receive no benefits other than PERS, the savings to the
city from this reduction would be $42 , 602 annually. The savings
for the remainder of this fiscal year are $31,952.
3 . Spread ridesharing duties that were previously centered
in the Employee Transportation Coordinator, between the
Administrative Analyst, the Assistant to the City Administrator,
and the Typist Clerk II. (No cost)
BACKGROUND
When the position of Employee Transportation Coordinator
became vacant this July, Peggy Ducey, Assistant to the City
Administrator, began the training required by AQMD under their
mandated trip-reduction program. The City is mandated to have a
smog reduction program and Regulation IX certification which Peggy
has acquired. Recently, a family health problem arose for Peggy
Ducey and she announced she would have to resign. I asked Peggy if
she would be willing to stay on part time if I could get Mayor and
Council approval to modify the duties of the current Employee
Transportation Coordinator position.
AQMD mandates must be met whether or not the city continues to
receive AQMD funding. In order to receive funding the city must
have a full time effort toward ridesharing and other methods for
reducing smog. Most importantly, we must have at least one
employee certified by AQMD. Prior to August, 1993 , all ridesharing
duties and funds were centered in the position of Employee
Transportation Coordinator. However, there is no requirement that
AQMD funding be centered in one position.
It is our plan to have the Clerk Typist II presently employed
by this department monitor the rideshare incentive program, to have
the Administrative Analyst plan the transportation fair and
marketing efforts, and for Peggy to hold the Regulation IX
certificate and the responsibility for coordinating the city's
program. Presently, ridesharing monies are also being used to pay

a part of a Traffic Engineer' s salary for his coordination of a
Bicycle Master Plan.
Part of the Assistant to the City Administrator's duties have
included doing analysis of programs, labor relations issues, and
research. In order to have some of these duties shifted, the title
and job duties of the Employee Transportation Coordinator must be
changed to Administrative Analyst. There will be no change in
salary.
SUMMARY
In summary, the City will receive the same amount of AQMD
funding it presently receives, but the funds will be distributed
differently. By reducing the working hours of the Assistant to the
City Administrator, the City will have an annual net savings of
$41, 462 (savings for part time less increase in benefits for
Administrative Analyst) . As agreed when the position of Employee
Transportation Coordinator was first established, if the City were
to stop receiving AQMD funding for any reason, this office will
return to the Mayor and Council for a reduction in staff.
ADMINISTRATIVE ANALYST
JOB DESCRIPTION:
Under direction, preforms a variety of analytical functions,
including research and report writing on a variety of municipal
issues. Collects, analyzes and presents information, statistical
data, and financial information concerning City and departmental
operations, policies, procedures, and programs. Assists in
monitoring City compliance with AQMD Regulation IX, including the
employee rideshare program.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general
public and City department staffs.
Conducts special studies and prepares reports including recommend-
ations for corrective action and methods for implementation.
Conducts feasibility and cost benefit analysis and audits;
researches, analyzes, and provides recommendations based upon
findings. Writes and reviews staff reports.
Conducts surveys and performs administrative research and
statistical or financial analysis. Gathers and analyzes data and
makes recommendations on the formation of policy and procedures.
Performs analysis and financial costing for labor negotiations and
employee salary and benefits issues.
Represents the City in community and professional meetings.
Coordinates departmental activities with other City departments and
divisions or other agencies.
Makes presentations before City committees, commissions, and
Council.
Assists in development and implementation of the City Employee
Rideshare Program, as required by the Air Quality Management
District (AQMD) , and interfaces with AQMD for the Plan's approval
and modifications; routinely adheres to and maintains a positive
attitude towards City and Department goals.
MINIMUM QUALIFICATIONS
Bachelor's degree, preferably in pubic administration, political
science, finance or related field and six months or more, experience
performing analysis, research and report writing. Two years of

related experience may be substituted for one year of education
(one year of education is equivalent to 30 semester units) .
GENERAL QUALIFICATIONS
Knowledge of:
Principles of data gathering and presentation techniques;
Procedures relating to the preparation and submission of
proposals, grants, and contracts;
Standard recordkeeping methods;
Marketing strategies;
Principles of program budget development and administration;
Data gathering and presentation techniques.
Ability to:
See in the normal visual range with or without correction;
Hear in the normal audio range with or without correction;
Prepare and present written and oral reports with
recommendations;
Collect, compile, and analyze data relating to major municipal
issues;
Establish effective working relations with City officials, and
other governmental and private sector officials contacted
in the course of work;
Communicate effectively, orally and in writing.
ORGANIZATIONAL RELATIONSHIPS
The Administrative Analyst is a professional level staff position
in the City Administrator's office. Supervision is received from
the City Administrator or his/her designee.
