Agenda Item No. '� CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT REQUEST FOR WAIVER OF FEES IN THE AMOUNT OF $909.50 FOR USE OF SECCOMBE LAKE PARK AND PAVILION BY THE NAACP, SAN BERNARDINO BRANCH FOR THE JUNETEENTH FESTIVAL. The NAACP, San Bernardino Branch for the Juneteenth Festival is a non-profit organization. They are planning a Juneteenth Festival at Seccombe Lake Park to celebrate and memorialize an important event in the history of African-Americans. The fee for use of the facilities and equipment for this event is $909.50. They have requested that the fees be waived. (Please see the attached letter from Connie Garrett, President of NAACP, San Bernardino Branch.) Resolution No. 91-35 allows the Mayor and Common Council to exempt non-profit corporations and associations organized primarily for patriotic, civic betterment or charitable purposes from the rates and fee schedules for use of parks and recreation facilities, services and equipment under the condition that paying the fees would create a hardship and if the event is of unusual benefit to the citizens of San Bernardino. The NAACP, San Bernardino Branch is a vital part of the community. The planned event will provide a positive program and cultural experience. Local vendors will be invited to participate by sellin0 or displaying their goods and services. The event will be promoted tfdoughout the Hand Empire, Thu NAACP is sponsoring this event to celebrate and memori;,lizc a vej)r i ijportnt event in the = history of African American people. We believe that this is an event that also enhance the City' efforts to promote San Bernardino as a viable, culturally diverse place to live. In our youth and young adult pavilion we have adopted the theme, "ERASING THE COLOR OF FEAR! CHANGING THE COLOR OF HOPE". We think this is a positive message to and by young people and reflect our belief that we all play an important role in maintaining the viability of our ,community, i i we a!e asking the City to help sponsor this ev by waiving fees associated with the use of the park on that day,including park usage fees, extra police patrol, portable food booths and concession area. Of course the branch will provide insurance coverage, extra toilet facilities, trash pick up and disposal services and security/crowd control for this event.
