CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
REQUEST FOR WAIVER OF FEES IN THE
AMOUNT OF $909.50 FOR USE OF SECCOMBE
LAKE PARK AND PAVILION BY THE NAACP,
SAN BERNARDINO BRANCH FOR THE JUNETEENTH
FESTIVAL.
The NAACP, San Bernardino Branch for the Juneteenth Festival is a non-profit organization.
They are planning a Juneteenth Festival at Seccombe Lake Park to celebrate and memorialize
an important event in the history of African-Americans. The fee for use of the facilities and
equipment for this event is $909.50. They have requested that the fees be waived. (Please see
the attached letter from Connie Garrett, President of NAACP, San Bernardino Branch.)
Resolution No. 91-35 allows the Mayor and Common Council to exempt non-profit corporations
and associations organized primarily for patriotic, civic betterment or charitable purposes from
the rates and fee schedules for use of parks and recreation facilities, services and equipment
under the condition that paying the fees would create a hardship and if the event is of unusual
benefit to the citizens of San Bernardino.
The NAACP, San Bernardino Branch is a vital part of the community. The planned event will
provide a positive program and cultural experience. Therefore, they do meet the qualification
for having the fees for the use of facilities and equipment waived in the interest of providing
positive benefit to citizens of our community.
