Recommended motion:
That the recommendation from the Traffic Safety Committee, that a
pedestrian crossing be provided on Waterman Avenue at the southerly
ramps for State Route 30 , be accepted; and the expenditure of
$25 ,000 , from Account No. 250-370-5504--1942 , "Minor Traffic
Improvements - Various Locations, " for installation of pedestrian
signals and push buttons, and painting a crosswalk, be approved.

STAFF REPORT
Several. persons have voiced concerns over the traffic
conditions at Waterman Avenue and 29th Street. These concerns
include both vehicle and pedestrian movements . The Traffic
Safety Committee has reviewed these concerns on several
occasions.
An investigation by our Traffic Engineering Section
revealed that warrants for traffic signals are not presently
satisfied at this intersection. Also, that the intersection is
too close to the eastbound on and off ramps for Route 30 for
efficient traffic movement.
There are no pedestrian crosswalks at this intersection,
due to the proximity to Route 30 . A school crosswalk is provided
at 28th Street. Traffic signals are installed at the eastbound
on and off ramps for Route 30 . Since these signals are only
about 125 feet from 29th Street, the Traffic Safety Committee
directed staff to contact Caltrans to determine if these signals
could be modified by adding pedestrian push buttons and signals,
and a crosswalk.
An inquiry was accordingly submitted to Caltrans to
determine if they would allow these signals to be modified in
order to accommodate pedestrians. Caltrans has verbally agreed
to these modifications. At their meeting of 3-13-96 , the Traffic
Safety Committee recommended that the modifications to the
signals be done, in order to provide a safe means for pedestrians
to cross Waterman Avenue.
Our preliminary estimate of cost for these modifications
is $25 , 000 . This cost could increase in the event that Caltrans
imposes some unusual requirements. One possible source of
funding is Account No. 250-370-5504-1942 , "Minor Traffic Improve-
ments - Various Locations. "
We recommend that the recommendation by the Traffic
Safety Committee be accepted., and the expenditure of the
necessary funds be approved.
