REFUSE FUNDS-NO ACTIONS: FEDERAL FUNDS-NO ACTIONS PERSONNEL ACTIONS AGENDA OS/20/96 2 i POSITION JUSTIFICATIONS The following are the justifications for appointments/promotions to be reviewed by the Mayor and Common Council at the May 20, 1996, Council meeting. CLASSIFIED Tree Trimmer, Public Services Position History: One (1) Tree Trimmer has been vacant since April 2, 1996. Justification: A) Without the Tree Trimmer position, one person is missing from a two-person crew. B) Three laborers work without supervision of a tree trimmer. C) In-house tree trimming activities would be reduced by 25 percent. D) Overall production would decrease by 75 percent (50 percent of a two-person crew, and 25 percent of a shared tree trimmer). E) One-person crews fall short of the level of safety desired. Landscape Inspector II Position History: This position has been vacant since the end of December 1995, due to the retirement of the former inspector. Justification: This is the only position in the department dedicated to maintenance contracts. This department has four landscape maintenance contracts for 43 locations throughout the City. It requires daily contact with the contractor at the sites to assure that all work is being completed in a timely manner and up to required standards. It is imperative that this position be filled so that inspection standards will be accomplished and the operation will be handled in an efficient and effective manner that will assure the City is receiving the best service for the dollars expended. -�,' A/& Promotion of Coordinator of Volunteers to RSVP Coordinator Position History: The position has been vacant since February 1996, because the previous employee resigned. Justification: The RSVP Coordinator is a grant-funded position of the National Senior Service Retired and Senior Volunteer Program (RSVP). This is the only full-time position for the program, and it is vital that it be filled in order to meet the requirements of this program, which currently provides more than 75,000 hours of volunteer service annually.
