improvements.

as established by Resolution No. 90-289.
Recommended Motion
That authorization to proceed be granted to initiate proceedings for the installation of fill-in sidewalk,
adjacent to Assessor's Parcel No. 0266-131-24, on the south side of Northpark Blvd. under the
provisions of Chapter 12.92 of the Municipal Code, and that a Public Hearing be set for Monday, June
3, 1996 at 10:00 a.m. in the Council Chambers.

STAFF REPORT
This office received a request to have sidewalks constructed in the 1400 block of Northpark Blvd. in order
to fill-in a missing section of sidewalk located on the south side of the street, east of University Parkway
and west of the Mormon Church located at 1475 Northpark Blvd. The proposed sidewalk improvements are
necessary in order to provide safe and adequate handicap access for wheel chair traffic coming from and
going to the University from the apartments and surrounding residential areas lying east of the Mormon
Church.
A field survey has been conducted and it was determined that the proposed project meets the criteria required
under the provisions of Chapter 12.92 of the San Bernardino Municipal Code.
The proposed project will consist of constructing approximately 600 feet of fill-in sidewalk adjacent to a large
vacant parcel on the south side of Northpark Blvd., lying east of University Parkway between the Sunrise
Apartments and the Mormon Church. The preliminary estimated cost is $16,200.00, plus incidental costs.
Upon receipt of authorization to proceed, a notice will be mailed to the property owner stating that the
improvements shall be done within 60 days from the date of the notice. If the required improvements are
not commenced with the 60 day period, the City will cause the improvements to be made, and the cost of
same will be assessed as a lien on the respective property tax bill of the property.
The notice will include the date, time, and place of a public hearing to be held on the proposed
improvements. We are requesting the public hearing be set for Monday, June 3, 1996, at 10:00 a.m. in the
Council Chambers of the Mayor and Common Council of the City of San Bernardino, located at City Hall,
300 North "D" Street, San Bernardino.
A public hearing will be held on June 3, 1996.
There are two single family residential parcels adjacent to this parcel that back up to Northpark Blvd.
Sidewalk has not been installed along these lots.
Based on the overall estimated cost, it is recommended that the City advance the contract cost, and that the
cost thereof, including incidental expenses, will be collected in three annual installments. The three year time
limit is based on previous authorizations on similar projects with this type of proposed assessment.
Section 5895 of Chapter 27 of the Streets and Highways Code allows us to collect a maximum of 7% interest
per annum on the unpaid balance. We recommend that the interest rate of 7% per annum on the unpaid
balance be included in the annual assessment installment for those assessments in excess of $50.00.
We recommend that authorization be granted to initiate Chapter 12.92 proceedings for the installation of fill-in
sidewalk on the south side of Northpark Blvd. within the public right of way adjacent to Assessor's Parcel
No. 0266-131-24.
