CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
RESOLUTION OF THE MAYOR AND COMMON COUNCIL
OF THE CITY OF SAN BERNARDINO AUTHORIZING A
MEMORANDUM OF UNDERSTANDING WITH THE COUNTY
OF SAN BERNARDINO COMMUNITY SERVICES DEPARTMENT
FOR A MENTORING COLLABORATIVE.
On June 20, 1995, the State of California created the California Mentor Initiative as a public-
private statewide mentoring program for youth in at-risk conditions. The initiative is intended
to provide the support and culturally sensitive guidance which they require to become productive
members of society.
The Initiative was created in response to the fact that California faces a crisis of absent fathers
and teenage pregnancy that are having a devastating effect on children.
The State created the Initiative to expand the number of trained mentors in California and by
bringing together existing mentor programs to create a comprehensive network of resources to
serve youth in at-risk conditions. San Bernardino County Community Services Department is
applying for the grant and will establish a coalition with existing agencies providing mentoring
services. The maximum grant amount is $100,000 per county and the principal objective is to
enhance and increase existing mentoring efforts and programs and establish a systematic public
awareness and marketing program targeted toward the private sector.
As a member of the collaborative, the City of San Bernardino through the Parks, Recreation and
Community Services Department, will receive up to $13,000 to provide part-time support and
funds for background checks through the Department of Justice, to provide and expand
mentoring programs in local elementary schools. The City is also expected to benefit through
increased marketing and promotion of mentoring by the collaborative.

MENTORWORKS MENTORING PROJECT
MEMORANDUM OF UNDERSTANDING
Between the City of San Bernardino Parks, Recreation and Community Services
Department and San Bernardino County Community Services Department for the
purpose of structuring interagency collaboration among members of the MentorWorks
Project to facilitate implementation of mentoring grant monies for 1996197, in order to
address the needs of at-risk and high-risk youth from the elementary through the high
school level.
WHEREAS, a crisis situation has been identified among California's youth regarding
teen pregnancy, absent fathers, high school dropout rates, juvenile violent crime, and
other issues and, whereas, on June 20, 1995, Governor Pete Wilson signed Executive
Order W-125-95 that created the California Mentor Initiative and, whereas, the
MentorWorks Project has been developed as a public private mentoring partnership
for San Bernardino County, the City of San Bernardino Parks, Recreation and
Community Services Department will provide services, as a member of the
partnership, in the following ways:
► Operate a mentoring program providing one-on-one mentoring to students
attending all middle schools in the San Bernardino City Unified School District.
► Expand the present mentoring program which addresses middle schools in the
City Unified School District, to include elementary schools as well.
► Focus on preventive measures, i.e., developing self-esteem, success in school,
decision making to avoid drugs and gangs.

Coordinator to oversee activities of the mentoring project, market the program, assist in
identifying mentors, and offer technical assistance to the collaborative.
