Synopsis of Previous Council action:
6/8/95 LRC considered matter and recommended approval of low-level fireworks at
Fiscalini Field for the 4th of July, 1995, subject to all Fire Department
requirements and permits.
6/19/95 Mayor and Common Council approved ordinance allowing low-level fireworks
in high fire areas subject to Fire Dept. permit in the 1995 season.
Laid over for final adoption.

That further reading of the ordinance be waived and it be laid over for final
adoption.

STAFF REPORT
Section 8 . 60 . 120 of the San Bernardino Municipal Code prohibits the
discharge of fireworks in designated high fire areas of the City.
Fiscalini Field is located in one of these designated areas . The
San Bernardino Stampede Baseball Team, the Los Angeles Dodgers
Class A Affiliate, is requesting approval of low-level fireworks
displays on April 13 , June 1, July 3 , August 2, and September 1,
1996 . The Stampede and the City had been anticipating playing in
the new multi-use stadium currently under construction. However,
unforeseen delays will cause the Stampede to open the 1996 season
at Fiscalini Field. Fireworks are a traditional part of
professional baseball entertainment, enhancing fan involvement as
well as providing additional revenue through greater ticket sales .
The Stampede Baseball Team is proposing low-level fireworks in
order to minimize any potential fire hazards and will comply with
all Fire Department requirements including an engine company on
standby and a fire marshal on site during the shows . The Stampede
will bear all costs associated with Fire Department inspection and
standby requirements . Further, the Stampede will provide
additional security measures to prevent unauthorized use of
fireworks in the parking areas during the July 3 , 1996 show. The
use of low-level fireworks will minimize viewing of the show from
outside the field, and California League regulations prohibit fan
seating in the field areas during fireworks displays . Only seated
ticket holders will be allowed to view the show.
The Mayor and Council approved a similar ordinance such as
currently proposed for the July 4th game last season. The game was
sold out for that event and there were no show-related mishaps . In
fact, the standby fire engine was in position to put out a small
brush fire on the hill above Fiscalini Field which occurred during
the ball game and well prior to the fireworks show.

Per our conversution, this letter is to request dales for fireworks displays during our 1996
scason. Due to the uncertainty with the new stadium, I am requesting that we receive
clearance to have shows on the following dates at Fiscalini Field if needed.

Sunday, September 1
The team will take all neccessary steps to assure that each night is a successfid and safe
