Description) Finance: Council Notes: )4b19(0 Agenda Item No. 9 CI'T'Y C F SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT SUMMARY On February 19, 1996 Council adopted City Administrator's guidelines relative to deferment of certain development fees and directed City Attorney's Office to prepare appropriate resolutions and ordinances. On March 18, 1996 Council adopted an ordinance amending Sections 13.08.055 and 19.30.320 of the San Bernardino Municipal Code and adding Section 15.73.065 to the San Bernardino Municipal Code relating to deferral of certain development fees. Also on this date, Council approved a motion to set a public hearing for April 1, 1996 for the purpose of discussing the establishment of an administrative fee for the deferral of certain development fees. This resolution is to establish an Administrative Fee to cover costs associated with the fee deferment. It is estimated that it would take a plan checker a minimum of 45 minutes per case figured at $34.00 per hour, including wages and benefits, for a cost of $25.00 to perform the following tasks: • Provide handout which explains procedures for applying for fee deferment • Answer questions relative to process • Provide copy of Agreement for Deferral of Fees • Accept signed application for deferment • Log and track deferrals • Update log book when notified by City Clerk's office that fees have been paid Additionally, a building inspector will need to verify that fees were paid at project completion, and notify utility companies. The building inspector's time is figured at $36.00 per hour, including benefits and wages, and we estimate costs for him of $9.00 for 15 minutes per case. The City Clerk's Lien Coordinator will also have administrative costs associated with this fee deferral, and the estimated amount for those is $29.00. The breakdown of tasks involved for the Lien Coordinator are as follows: • Computer input - Agreement for deferred payment of development impact fees and imposition of lien • Typing transmittal letter to County Recorder • Filing office copy of agreement authorizing lien • Preparing release of lien when authorized Overhead and postage are included in this dollar amount. RECOMMENDATION It is the recommendation of the Planning and Building Services Department and the City Clerk's Office that the following fees be established for the administration of the Fee Deferment program: Planning and Building Services Administrative Fee $ 34.00 City Clerk's Department Administrative Fee $ 29.00 Recording and Release of Lien Fee 18.00 TOTAL ADMINISTRATIVE AND RECORDING FEES $ 81.00
