Synopsis of Previous Commission/Council/Committee Action:
On October 21, 1996,the Mayor and Common Council approved the reallocation of FY 1995-1996 CDBG funds,
which created new or added funding for FY 1996-1997 projects.
On May 6, 1996,the Mayor and Common Council approved the Second Year Action Component of the 1995-1999
Consolidated Plan which contained a list of projects to be funded with FY 1996-1997 Community Development
Block Grant(CDBG)Funds.

First Amendments - FY96/97 CDBG Projects 96-200 & 96-220
Background
The Mayor and Common council authorized the funding of Projects 96-200 and 96-220 on May
6, 1996 and increased funding,through the reallocation process on October 21, 1996. Each
project was put out to bid in August 1997, but the acceptable bids were higher than the approved
budgets. The project and funding needs are as follows:

Recommendation
It is appropriate for the Mayor and Common Council to approve the first amendments to
Agreements for the Association for Retarded Citizens (Project 96-200) and the YMCA of San
Bernardino Valley (Project 96-220)

FIRST AMENDMENT TO THE
COMMUNITY DEVELOPMENT BLOCK GRANT AGREEMENT
THIS FIRST AMENDMENT to Agreement 96-200 referred to as ("Amendment"),
is made and entered into this 1 st day of October, 1997 by and between the City of San
Bernardino, a municipal corporation, referred to as ("City"), and Association for Retarded
Citizens. San Bernardino., a non-profit community service organization, referred to as
("Subrecipient"). City and Subrecipient agree as follows:
WITNESSETH
Community Development Block Grant
Whereas, City and Subrecipient have previously entered into agreement #96-200,
dated March 17, 1997, referred to as ("Agreement"); and
Whereas, City and Subrecipient desire to amend agreement to include the
subrecipient's completion of School of Hope Rehabilitation; and
Whereas, City desires to increase the amount Community Development Block Grant
funding in the amount of Twenty Thousand Dollars ($20,000) to allow Subrecipient to
complete the project.
Now, therefore, in consideration of the mutual covenants herein set forth and the
mutual benefits to be derived there from, the parties agree to modify the original agreement
as follows:
1. Change the first sentence in Section 2 Payments
City shall reimburse Subrecipient for allowable costs incurred under the scope of this
Amendment and applicable Federal regulations, which have not been paid for or
reimbursement will be made at least on a monthly basis, with the total of all such
reimbursements not to exceed $45,000

of the day and year first written above.

COMMUNITY DEVELOPMENT BLOCK GRANT AGREEMENT

THIS FIRST AMENDMENT to Agreement 96-220 referred to as ("Amendment"),
is made and entered into this 1 st day of October, 1997 by and between the City of San
Bernardino, a municipal corporation, referred to as ("City"), and YMCA of San Bernardino
Valley., a non-profit community service organization, referred to as ("Subrecipient"). City
and Subrecipient agree as follows:

dated March 17, 1997, referred to as ("Agreement"); and

subrecipient's completion of Uptown Branch Roof Repair; and
Whereas, City desires to increase the amount Community Development Block Grant
funding in the amount of Nineteen Thousand, Five Hundred Dollars ($19,500) to allow
Subrecipient to complete the project.
Now, therefore, in consideration of the mutual covenants herein set forth and the
mutual benefits to be derived there from, the parties agree to modify the original agreement
as follows:
1. Change the first sentence in Section 2 Payments
City shall reimburse Subrecipient for allowable costs incurred under the scope of this
