Synopsis of Previous Council Action:
On September 16, 1996, the Mayor and Common Council authorized the execution of an
agreement with Ralph Andersen & Associates for a management/confidential compensation
study.
On March 3, 1997, the Mayor and Common Council received and filed the
Management/Confidential Compensation Study from Ralph Andersen & Associates.
On October 15, 1997, the Council Personnel Committee recommended this item
for approval .
Recommended Motion:
* Upgrade the salary range for the classification of Code Compliance Manager from Range
4455, $4,294-$5,219/month to Range 4482, $4,913-$5,972/month.
* Direct the Personnel Department to update Resolution 6413, Section Fourteen, to reflect
this particular action.

STAFF REPORT
BACKGROUND
On September 16, 1996, the Mayor and Common Council authorized the execution of an
agreement with Ralph Andersen & Associates for a management/confidential compensation
study. On March 3, 1997, the Mayor and Common Council received and filed the
Management/Confidential Compensation Study from Ralph Andersen & Associates.
The management/confidential compensation study included survey results from 12 southern
California cities. These particular cities were chosen for several reasons:
* Geographic Proximity
This factor is important because it identifies those employers that directly
compete with the City of San Bernardino to recruit and retain qualified
personnel.
* Employer Size
Employers similar in size and complexity generally have comparable
positions in both organizations.
* Nature of Services Provided
Employers providing similar services are most likely to compete with one
another for employees to do comparable jobs.
ANALYSIS
One of the benchmark classifications selected for comparison in the study was the position of
Code Compliance Manager. Of the 12 survey cities, four cities do not have a comparable
position. However, the remaining eight cities do have a classification which is comparable.
The survey recommends a top step of$5,970/month for this position. The current salary range
for the Code Compliance Manager in the City of San Bernardino is Range 4455, with a top step
of$5,219/month. According to survey results, this salary is 14.04% below the current market
value of this position in the eight survey cities.
In order to recruit and retain the most qualified candidates, it is recommended that a salary range
consistent with current market values be established.
COSTING
Based on results of the compensation study done by Ralph Andersen & Associates, the proposed
salary range, consistent with our salary range structure, would be Range 4482, $4,913-
$5,972/month. The Code Compliance Manager position is currently vacant. A recruitment will
be opened in order to fill the position. Based on recruitment time frames, the position is
expected to be filled by January 1, 1998. The cost for the remainder of this fiscal year,
including salary and benefits is:

Step 1 for 6 months ($4,913 x 6) $29,478
31.8% for all benefits 9,374
Total $38,852
The incumbent, who recently vacated the position, was at Step 5 of salary range 4455, $4,294-
$5,219/month. The balance of budgeted funds available for this position for Fiscal Year 97-98
is:
Total $33,433
The 6-month cost (January 1998 through June 1998) is:
Net Cost $5,419
The position of Code Compliance Manager is 50% EDA reimbursed. The Division has had
vacancies in the current fiscal year that more than cover the overage in FY 1997-98.
RECOMMENDATIONS
Based on the foregoing, recommendations include:
* Upgrade the salary range for the Classification of Code Compliance
Manager from Range 4455, $4,294-$5,219/month to Range 4482, $4,913-
$5,972/month.
* Direct the Personnel Department to update Resolution 6413, Section
Fourteen, to reflect this particular action.
