Government Code, Section 85101(a), declares that "monetary contributions to political
campaigns are a legitimate form of participation in the American Political Process, but the
financial strength of individuals or organizations should not permit them to exercise a
controlling influence on the election of candidates."
Government Code, Section 85102(g), provides that one purpose of the California Political
Reform Act is "to meet the citizens' right to know the sources of campaign contributions,
expenditures, and political advertising."
In order to assure as wide a dissemination as possible of the information contained in the
mayoral candidate statements that were due on or before September 25, 1997, the City
Attorney will disclose and present an impartial analysis of the contents of these statements
for the information of the Mayor and Common Council and the general public.
Note: The City Attorney is given certain authority under the California Political Reform Act,
specifically, Government Code, Section 91001.5:
"In any case in which a district attorney could act as the civil or criminal
prosecutor under the provisions of this title, the elected City Attorney of a
charter city may act as the civil or criminal prosecutor with respect to any
violations of this title occurring within the City."
