9 . A resolution of the Mayor and Common Council of the City of
San Bernardino, California, approving the application for
grant funds from the California Healthy Cities Project for the
following project : Blight Student Education Program. (See

abatement of public nuisances and imposing liens on certain

Director of Parks, Recreation and Community Services

12 . Resolution of the City of San Bernardino authorizing the
Director of Parks, Recreation and Community Services
Department to execute a contract with San Bernardino City

14 . Resolution of the City of San Bernardino authorizing the
Director of Parks, Recreation and Community Services
Department to make application for and accept a Heart Smart

15 . Resolution of the City of San Bernardino authorizing the
Director of Parks, Recreation and Community Services
Department to enter into an agreement with Loma Linda
University Medical Center to serve as a community partner in

16 . Resolution of the City of San Bernardino authorizing the
Director of Parks, Recreation and Community Services
Department to execute an agreement with Floyd Allred relating
to the furnishing of caretaker services to be utilized by the

17 . A resolution of the Mayor and Common Council of the City of
San Bernardino, California, authorizing the Purchasing Manager
to issue a purchase order in the amount of $115, 000 for West
Coast Arborist, Inc . , relating to tree trimming services . (See

Fund. )
MOTION: That said resolution be adopted.

18 . Resolution of the City of San Bernardino awarding an annual
purchase order to Morton Traffic Markings for furnishing and
delivering traffic striping paint and thinner; and rejecting
the low bid from Vista Paint Corporation. (See Attached)

MOTION: That said resolution be adopted.
19 . Approve plans and authorize advertisement for bids - upgrade
traffic signals on Fifth Street and Sixth Street - Plan No.

MOTION: That the plans for upgrading traffic signals on
Fifth Street, at "D" Street and Mt . View Avenue,
and on Sixth Street at "F" Street, in accordance

authorized to advertise for bids .
20 . Approve plans and authorize advertisement for bids -
installation of cross gutters on 16th Street at "E" Street and

MOTION: That the plans for installation of cross gutters on

repealing Chapters 12 . 04 and 12 . 08 of the San Bernardino
Municipal Code entitled "Excavations" and "Encroachments" to
revise procedures relating to permits for excavations and
encroachments into public right-of-way by adding Chapter 12 . 03
entitled "Right-of-Way Permits - Excavations and Temporary
Encroachments . " FIRST READING (See Attached) (Ordinance not

Dallas Avenue Area Landscape Maintenance District - Assessment
District No. 1020 - Tract No. 15652 . (See Attached) (No cost

petitioner. ) Ward 3
Resolution of the City of San Bernardino finding and
determining the existence of less than a majority protest ,
that ballots representing over fifty percent (SOo) affirmative
votes for the proposed assessment have been received and that
the public convenience and necessity require the maintenance
of landscaping in the area of Mill Street and Dallas Avenue,
approving the final Engineer' s Report, creating an assessment
district to cover the costs of said maintenance, known as
Assessment District No. 1020 , ordering the work, confirming
the 1998-99 Assessment Roll, and determining that the Special
Assessment, Investigation and Limitation Act of 1931 shall not
apply.

1998 budget to reflect the cost of funding the

Department salary savings, and to reflect the 50
percent reimbursement to be received for the
program from the San Bernardino City Unified School
District as outlined in the attached Staff Report
dated September 23 , 1997, from Barbara Pachon,

to execute the cooperation agreements between the City of San

Development ; and the Arrowhead Neighborhood Association, Del

Association, Neighborhood Improvement Association, and Perris
Hill Neighborhood Association, relating to graffiti abatement
services and to water services of vacant properties as owned

34 . Authorize participation in a joint powers authority to provide
an Aircraft Fire Training Center at the San Bernardino

participation in a joint powers authority to

of preparation of a feasibility study and a

MOTION #1 : That the salaries for Police Department Ranges
P-1 (Police Officer) , P-2 (Detective/Training
Officer) , P-3 (Sergeant) and Law Enforcement
Trainee be established, effective August 1,
1997, as outlined in the attached Staff Report
dated September 18, 1997, from Barbara Dillon,
Personnel Director; and
MOTION #2 : That the salaries for Fire Department Ranges
P-1 (Fire Fighter) , P-2 (Paramedic/Fire
Fighter) , P-3 (Fire Engineer) , P-4 (Fire
Investigator) , and P-4 (Fire Captain) be
established, effective August 1, 1997, as
outlined in the attached Staff Report dated

NOTICE: Any member of the public may address this meeting of the
Mayor and Common Council/Community Development Commission
on any item appearing on the agenda, by approaching the
microphone in the Council Chambers when the item about
which the member desires to speak is called, and by
asking to be recognized.
Any member of the public desiring to speak to the Mayor
and Common Council/Community Development Commission
concerning any matter not on the agenda but which is
within the subject matter jurisdiction of the Mayor and
Common Council/Community Development Commission, may
address the body at the beginning of the meeting, during
the period reserved for public comments, said total
period for public comments shall not exceed forty-five
(45) minutes, unless such time limit is extended by the
Mayor and Common Council/Community Development
Commission. A three minute limitation shall apply to
each member of the public, unless such time limit is
extended by the Mayor and Common Council/Community
Development Commission. No member of the public shall be
permitted to "share" his/her three minutes with any other
member of the public .
The Mayor and Common Council/Community Development
Commission may refer any item raised by the public to
staff, or to any commission, board, bureau, or committee
for appropriate action or have the item placed on the
next agenda of the Mayor and Common Council/Community
Development Commission. However, no other action shall
be taken nor discussion held by the Mayor and Common
Council/Community Development Commission on any item
which does not appear on the agenda unless the action is

6, ARCHITECTURAL SERVICES AGREEMENT FOR CALTRANS OFFICE BUILDING

MOTION: That the Community Development Commission authorize the Development
Director to develop and execute amendments to existing agreement with Keating,
Mann, Jernigan, Rottet(Daniel, Mann, Johnson & Mendenhall) increasing
compensation by $98,400 to an amount not-to-exceed $4,622,385 and to extend
the date of DMJR (DMJM) contract to January 1998 for architectural services at
the State Consolidated Office and Caltrans Building (Superblock) to be paid by
the State of California, Lease Revenue 1995 Series A Bond Proceeds.

of citizens relative to the Report.
