Background: In 1998 the United States Department of Commerce approved a $1.2 million grant with an additional $600,000 in local match funding provided by the Inland Valley Redevelopment Agency (IVDA) for improvements to Mill Street, Art Townsend Drive and Otto Gericke Drive for a total initial budget amount of$1.8 million for both projects. The Mill Street improvements from Lena Road to Tippecanoe Avenue were completed in December 1999 at a total cost of $840,334 leaving a fund balance of $959,666 available from the original $1,800,000 budgeted to be used for the completion of improvements to Art Townsend, and Otto Gericke Drives. A portion of the remaining fund balance has been used by IVDA to cover expenses they have incurred for these projects. Because the Federal Economic Development Agency funding for the two projects is tied together, the City, through the IVDA, will not be reimbursed its up-front costs for Mill Street until the Otto Gericke contract is awarded. The improvement plans for Art Townsend and Otto Gericke Drives from Del Rosa Avenue to Third Street are completed and it is ready to be awarded. In general, the project consists of constructing road pavement, curb, gutter, sidewalk, streetlights and a 10-inch water main. Below is an estimate of the total project cost: Construction Contract $692,191.50 Contingencies $ 69,219.00 Engineering & Inspection (W.O. Perris $1,043,017.75 STAFF REPORT continued Financial Impact: Funding for this project in the amount of $634,800 has already been included in the 2000/01 CIP in Account No. 242-362-5504-7093 (Art Townsend/Otto Gericke Drives realignment). The remaining balance of $177,200 will be reimbursed by IVDA (see attached letter from IVDA). Although the contingency and design/construction engineering amounts are less than desirable due to the remaining IVDA budget for this project, it is not anticipated that any City funds will be used to finance any portion of these improvements. The federal EDA grant for this project was in the amount of$1,200,000 with a matching fund requirement of$600,000 ,from the IVDA for a total project budget of$1,800,000. This grant was to be used for two road projects Mill Street widening from Lena Road to Tippecanoe and the Art Townsend and Otto Gericke Project. To date we have completed the Mill Street widening portion of the project and the total costs for this project amounted to $862,229.79- This leaves a balance amount of $937,770.21 for the Art Townsend & Otto Gericke portion of the project. To date, expenses related to the Art Townsend portion is $110,801.50, leaving an available balance of $826,967.71 for construction and construction engineering to complete this project- The balance of these funds will be used to award construction contract to Avila Construction, contingency costs and engineering and inspection. Additionally the IVDA will be paying bills to SCE for costs related to Mill Street project which have not been previously paid by the city. These costs are estimated to be approximately $14,967.00 and this will leave an available balance of$812,000.00 for the construction contract and engineering costs for the Art Townsend/Otto Gericke project. It is my understanding that your budget only has a balance of$634,800 for fiscal year 2000-2001 which means your Council action also needs to include an additional action to both increase your revenue and expenditure items by $177,200.00.
