10. Resolution of the Mayor and Common Council of the City of San
Bernardino requesting that the City of San Bernardino's General
Election in the Seventh Ward be consolidated with the March 7,
2000, Presidential Primary Election conducted by the County of
San Bernardino. (See Attached) (Cost to the City is estimated
to be between $5,500 to $7,000 from the General Fund.)

Development Services
11. Resolution of the City of San Bernardino authorizing the submittal
of six (6) Congestion Mitigation/Air Quality (CMAQ) Program
project proposals and commitment of $144,000 in matching funds
to said project proposals. (See Attached) (Cost to the City --
$144,000 [$72,000 is budgeted in the Traffic Systems
Construction Fund and $72,000 is budgeted in the Gas Tax
Fund.)
MOTION: That said resolution be adopted.
12. Approve plans and authorize advertisement for bids - modification
of traffic signal at Pacific Street and Arden Avenue, per Plan No.
10030. (See Attached) (Cost to the City -- $59,455 from the
Traffic Systems Construction Fund.) Ward 7
MOTION: That the plans for the modification of traffic signals at
Pacific Street and Arden Avenue per Plan No.. 10030,
be approved; and that the Director of Development
Services be authorized to advertise for bids.
13. Resolution of the Mayor and Common Council of the City of San
Bernardino awarding a contract to Signal Maintenance, Inc., for
installation of a traffic signal at the intersection of Tippecanoe
Avenue and Laurelwood Drive per Plan No. 10012. (See Attached)
(Cost to the City -- $108,000 from the Traffic Systems
Construction Fund.) Ward 3

14. Resolution of the City of San Bernardino directing and authorizing
the execution of a purchase and sales agreement and the execution
of a grant deed for the sale of City property generally located on the
northwest corner of University Parkway and Kendall Drive in the

16. Resolution of the City of San Bernardino declaring its intention to

17. Approve plan and authorize staff to proceed with the proposed

undesignated Fund 129 monies (1/2 Cent Sales

19. Resolution of the City of San Bernardino authorizing the
Purchasing Manager to award an annual purchase order and
service agreement, with three single year renewal options, to
Prudential Overall Supply for City-wide non-safety uniform and
janitorial item rental service. (See Attached) (Cost to the City --
$60,000 from various Department accounts.) (Resolution not

between the San Bernardino City Fire Department and the San
Bernardino County Fire Department relating to fire protection and
rescue services - automatic aid in County Service Areas 70 and

between the San Bernardino City Fire Department and the San
Bernardino County Fire Department relating to fire protection and

24. Resolution of the City of San Bernardino authorizing the purchase
of MDC's, mounting hardware, and mapping software and the
issuing of purchase orders for the installation of MDC's and
mounting hardware and airtime on the County of San Bernardino's

the City -- $595,000 [90% from. the Local Law Enforcement
Block Grant; 10% from the COPS Option Grant].)

25. Resolution of the City of San Bernardino authorizing the execution
of an annual purchase order to San Diego Rotary Broom, Inc., and
Lacal Equipment Company, Inc., for street sweeper parts and
supplies to be utilized by the Fleet Division. (See Attached) (Cost

Moderate Income Housing Funds; (2) approving the 1999 Grant
Agreement between the Redevelopment Agency of the City of San
Bernardino and Casa Ramona, Inc., (Casa Ramona Community
Center Redevelopment Project); and (3) authorizing the Agency
Chairperson and the Executive Director to execute said 1999

R40. Public Hearing - amendment to the City's Five-Year Consolidated
Plan and Reprogramming of Community Development Block Grant
(CDBG) funds. (See Attached) (Cost to the Agency -- $242,300
from CDBG Funds.)
Resolution of the Mayor mind Common Council (1) approving and
authorizing the re-programming of Community Development Block
Grant (CDBG) Funds in the amount of $242,300 (2) the
reallocation of CDBG Funds to the projects contained in this staff
report; (3) amendments to the City's Five-Year Consolidated Plan
(1995-2000) as provided herein and (4) execution of an amendment
to the existing Standard CDBG Agreement with the YWCA by the
Mayor, as prepared and approved by the City Attorney.

41. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA: A three-
minute limitation shall apply to each member of the public who

member of the public shall be permitted to "share" his/her three
minutes with any other member of the public. (Usually any items
heard under this heading are referred to staff for further study,

NOTICE: Any member of the public may address this meeting of
the Mayor and Common Council/Community Development
Commission on any item appearing, on the agenda by approaching
the microphone in the Council Chambers when the item about
which the member desires'to speak is called and by asking to be
recognized.
Any member of the public desiring to speak to the Mayor and
Common Council/Community Development Commission
concerning any matter not on the agenda but which is within the
subject matter jurisdiction of the Mayor and Common
Council/Community Development Commission, may address the
body at the end of the meeting, during the period reserved for
public comments. Said total period for public comments shall not
exceed forty-five (45) minutes, unless such time limit is extended
by the Mayor and Common Council/Community Development
Commission. A three minute limitation shall apply to each
member of the public, unless such time limit is extended by the
Mayor and Common Council/Community Development
Commission. No member of the public shall be permitted to
"share" his/her three minutes with any other member - of the
public.
The Mayor and Common Council/Community Development
Commission may refer any item raised by the public to staff, or to
any commission, board, bureau, or committee for appropriate
action or have the item placed on the next agenda of the Mayor
and Common Council/Community Development Commission.
However, no other action shall be taken nor discussion held by the
Mayor and Common Council/Community Development
Commission on any item which does not appear on the agenda
unless the action is otherwise authorized in accordance with the
provisions of subdivision (b) of Section 54954.2 of the Government
Code.
Public comments will not be received on any item on the agenda
when a public hearing has been conducted and closed.
