Synopsis of Previous Council action:
February 1, 1988 Approved authorization to apply for ADRDA/ACTION Respite
Care Project grant in the amount of $45,130 to be administered
through City' s Senior Companion Program.
The Mayor and Common Council has approved application and
administration of ACTION grants for the administration of
the Senior Companion Program since 1975, the last approval
being on April 6, 1992.
Recommended motion:
The Director of the Parks, Recreation and Community Services
Department be authorized to apply for a $15,000 grant under
the provisions of the Domestic Volunteer Act' s "Program of
National Significance" grant program for administration through

Authorization to apply for Domestic
Volunteer Service Act "Programs of
National Significance" Grant in the
amount of $15, 000 to be Administered
through the City Senior Companion
Program.
STAFF REPORT
The City through the Senior Companion Program has been informed of
additional funds available nationally to Senior Companion Programs
to implement Section 225 "Programs of National Significance"
through the Domestic Volunteer Act.
The City Senior Companion Program wishes to make a request to the
federal agency ACTION for a grant under the provisions of the
Domestic Volunteer Act "Programs of National Significance" to fund
its proposed program "Care to Developmentally Disabled Adults".
This program will provide personal services to handicapped, frail
and elderly persons both in special facilities and in private
homes.
Four volunteer senior companions will be recruited, screened and
specially trained to work with Developmentally Disabled Adults.
Two of these companions will be assigned to the Department of
Mental Health's Continuing Care program. Companion activities will
include one-to-one attention to the adults who attend daily in
order to enhance their self-esteem, provide role-models, encourage
participation in new activities and build friendships. Training
for these companions will be provided by School District and
Department of Mental Health staff.
The other two Senior Companions will be assigned to Sierra Vista
Sanitarium, providing individual attention to the residents at this
mental health facility. Activities will include assisting with
arts and crafts projects, stimulating conversation, accompanying
residents on field trips, etc. Special training will be provided
by the facility's staff.
Each companion will provide 20 hours of service per week and will
attend on-going in-service training four hours each month. The
addition of these four companions will increase the program's
service by 4, 176 hours annually. At least sixteen additional
adults will receive personal service.
Total funding for this Program of National Significance will be
$17,852. 00; $15, 000 from ACTION and $2,852.00 from local donations
and the Senior Companion Program Trust Fund #772-381-24842 . No
cash will be required from the City.
