Synopsis of Previous Commission/Council/Committee Action(s):
On January 6, 1993 the Mayor and Common Council and Community
Development Commission considered the reaffirmation of the North End
Redevelopment Study Area adopted in May, 1985 (Resolution 85-175) and
referred the matter to the North End Redevelopment Study Area
Committee.

STAFF REPORT
ADOPTION OF NORTH END REDEVELOPMENT STUDY AREA
In accordance with Section 33310 of the California Community
Redevelopment Law, the Mayor and Common Council, acting in its capacity
as the legislative body may by resolution designate a redevelopment
survey area. The purpose would be to identify a geographical area of
the city to study, plan and analyze its feasibility to become a
redevelopment project area. The area so designated should be of
sufficiently ample size to allow reduction or adjustment and shaping of
ultimate project boundaries in harmony with state law. Designation of
the study area is the first step in the process of adopting a
redevelopment project area.
In 1985, the Mayor and Common Council adopted a survey area in the
northern part of the City and directed staff to analyze its feasibility
as a redevelopment project. The effort was subsequently abandoned due
to difficulties in meeting a state requirement that mandated a minimum
of eighty percent of the final project area consist of developed or
previously developed urban improvements and twenty percent be vacant.
Recent population growth, potential marketability and development has
led staff to reassess the potential for establishing a redevelopment
project area. Staff initiated these proceedings by bringing forward
the re-affirmation of the original North End Redevelopment Study Area
for consideration by the Mayor and Common Council. At the January 11,
1993 Commission meeting, staff was directed by the Mayor and Common
Council to revise the study area boundaries after input and review by
appointed ad hoc committee members, Councilmembers Maudsley, Minor and
Miller.
Committee members and staff convened to discuss and determine
reconfiguration of the study area boundaries with particular focus on
affected residential and commercial properties. Sensitive to the need
for economic revitalization within the area, as well as the potential
concerns of residents and business owners, the Ad Hoc Committee members
recommended the following boundaries:
Beginning at the southeast corner (right of way line) of 30th
Street and Waterman Avenue; thence north along said east line
of Waterman Avenue to the easterly prolongation of the north
line of 49th Street; thence west along said north line of
49th Street to the east line of Sepulveda Avenue; thence

north along the east line of Sepulveda Avenue to the easterly
prolongation of the north line of 49th Street; thence west
along said north line of 49th Street to the east line of
Sierra Road; thence north along said east line of Sierra Road
to the easterly prolongation of the north line of 50th
Street; thence west along said north line of 50th street to
the east line of Electric Avenue, thence north long said east
line of Electric Avenue to the easterly prolongation of the
north line or Northpark Boulevard; thence westerly along said
north line of Northpark Boulevard to the east line of
Mountain Drive (said line also being the easterly boundary of
State College redevelopment project area); thence southerly
along said project boundary to a point where it intersects
the south line of Kendall Drive; thence southerly to its
intersection with the west line of "E" Street, thence south
to a point on the west side of "E" Street below 34th Street
designated CG-1 (City land use); thence southerly along the
westerly line of said area designated CG-1 to the south line
of 30th Street; thence easterly along said south line of 30th
Street to the point of beginning.
A map reflecting the boundaries of the recommended North End
Redevelopment Study Area is attached and identified as Exhibit "A".
Staff is in receipt of a petition, initiated by the North End Merchants
and Property Owners' Association, that contains signatures of over one
hundred, fifty (150) ". . .property owners, merchants and other
interested parties who support establishing a North End redevelopment
area." Although those signing the document do not represent the
feelings and views of all citizens located within the entire study
area, such early unsolicited support clearly sends a broad message that
the area needs help and the redevelopment process is a viable option
that should be fully investigated.
Subsequent to analysis of the survey area, more definitive steps will
be undertaken, including, but not limited to, such tasks as analysis of
proposed project area boundaries, adoption of project area boundaries,
preparation of preliminary project map, appointment of members and

environmental studies and the like.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
3 SAN BERNARDINO DESIGNATING A SURVEY AREA IN ACCORDANCE WITH
THE COMMUNITY REDEVELOPMENT LAW (NORTH END STUDY AREA).
4 WHEREAS, pursuant to Health and Safety Code Section 3310 the Mayor
5 and Common Council of the City of San Bernardino, California (the "Council"
6 may b.7 resolution designate a survey area for redevelopment project study
7 purposes; and
8 WHEREAS, the Council deems it desirable at this time to initiate
9 feasibility studies for redevelopment purposes within a portion of the City of
10 San Bernardino designated on Exhibit "A" as attached hereto and incorporated
11 herein by this reference.
12 NOW, THEREFORE, IT IS HEREBY RESOLVED, DETERMINED AND ORDERED BY THE
13 MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
14 Section 1. The Council hereby designates as a redevelopment
15 survey area that area shown on the map attached hereto as Exhibit "A".
16 Section 2. The Council hereby finds and determines that said
17 designated redevelopment survey area requires study to determine if a
18 redevelopment project or projects within said area are feasible.
19 Section 3. This Resolution shall become effective upon its
20 adoption.
