STAFF REPORT
HOUSING DIVISION QUARTERLY ACTIVITY REPORT
The Development Department Housing Division is responsible for
initiating and facilitating a wide variety of housing programs,
activities and development projects. These activities are designed to
pro-actively revitalize both existing housing stock, and new
development activity within the San Bernardino community.
In an effort to market/promote the accomplishments of the Housing
Division, and to continuously inform the Housing Committee and
Community Development Commission regarding various housing activities,
the attached report is the first of what will be a continuing series of
quarterly reports.
It is important to note that the attached report focuses on
accomplishments, and is not representative of the significant volume of
activity necessary to achieve the desired results. Additionally, the
attached report does not include projects which may reasonably been
included as Division accomplishments given the fact the Agency's role
in the project is all but complete. These projects, however, require
certain actions of other entities, such as private lending institutions
and the City's development review departments. Such projects will only
be included in the Division's quarterly activity reports when staff is
certain that the projects will be successfully consummated.
Staff believes that this report represents an excellent opportunity for
information to be presented on the various accomplishments of the
Housing Division.
On January 27, 1993, the Housing Committee considered the matter and
recommended that the Community Development Commission receive and file
the attached Housing Division Quarterly Activity Report.
Staff recommends adoption of the form motion.

The Economic Development
Agency (EDA) Housing Division is charged with the Mission of
'actively maintaining, improving and developing quality neighborhoods and housing
opportunities throughout the City of San Bernardino'. To that end, the Housing Division
continues to pro-actively facilitate high quality programs, activities and development
designed to meet identified housing needs and to revitalize the housing market within this
community.
This quarterly activity review highlights Housing Division accomplishments for the
period of October 1, 1992 through December 31, 1992. In addition, the review also
illustrates the relationship between Division accomplishments, and Development
Department goals and objectives.
1) The Community Development Commission, at the recommendation of the Housing
Committee, adopted a Comprehensive Neighborhood Improvement ('Housing')
Strategy. This strategy identified the 'mission' of the Housing Division, and
establishes an approach to Neighborhood Improvement based on the concentration
of resources within selected 'focus' neighborhoods. The ultimate goal of this
strategy is to change the economics of each 'focus' neighborhood to such an
extent that it will be maintained at a desired level without the need for more than
normal City investment.
While the emphasis of this program will be to concentrate resources within
selected "Focus Neighborhoods', the program also includes a citywide property
improvement component.
" STATED FY 1992-93 BUDGET GOAL
Implement a 'housing strategy' which will provide a systematic approach to
preserve, improve and construct quality affordable rental and ownership
housing opportunities throughout the City of San Bernardino.
2) The Housing Division initiated delivery of neighborhood 'Spirit' program
assistance within the State Street Focus Neighborhood. To introduce the
program to Focus Neighborhood residents, a community meeting was held on
Saturday, November 14, 1992, at the PAL Learning Center.
At this meeting over seventy (70) local neighborhood residents, were given the
opportunity to discuss specific housing issues and concerns, and to ask
questions regarding the Property Improvement Assistance Program.

To establish a system of communication to encourage participation in the
implementation of rehabilitation efforts within targeted project
neighborhoods.
3) The Division sponsored two (2) Focus Neighborhood Clean-up up Campaigns. This
effort included random placement of twenty-eight (28) ten-ton trash dumpsters,
which accomplished removal of over 225 tons of assorted trash and debris.

To improve the physical, visual and economic vitality of housing within
project area target rehabilitation areas through continuous public/private
clean-up and revitalization programs.
4) Housing Division marketing efforts within the State Street Focus Neighborhood
resulted in the following property improvement program participation levels:
• Eight (8) loan program participants ($20,000/loan average)
• Four (4) exterior paint program participants ($1,200/average)

Expand the current scattered rehabilitation housing program to be
supplemented by the inclusion of two specifically identified target
neighborhoods designated for comprehensive rehabilitation efforts
and a concerted attack on negative elements that affect the community's
quality of life.

This marketing effort accomplished pushed the following Property Improvement Program activity levels (Citywide):
* 10 Current applicants (in process)
* 36 Interested Potential Applicants
* 46 Total Inquiries
6) Pro-Active marketing of the Rental Rehabilitation Program resulted in the Housing
Division receiving fourteen (14) requests for rehabilitation program assistance.
These requests involve eighty-one multi-family (apartment) units, which will
generate over $650,000 in property improvement rehabilitation/activity.

Significantly expand the Rehabilitation Program (RRP), to include but not be
limited to, such financing strategies as moderate and substantial
rehabilitation low interest loans, deferred loans, sliding scale loans and
exhaust RRP letter or credit.
DEVELOPMENT ACTIVITIES
1) The Community Development Commission, at the recommendation of the Housing
Committee, adopted a First Time Homebuyers Assistance Program.

The Housing Division Pro-Actively facilitated this program, which is designed to
provide financial assistance to First Time Homebuyers interested in purchasing
a home within the City of San Bernardino (Please see attached Program
Description). It is anticipated at this time that approximately ten (10)
individuals/families will receive program assistance during this fiscal year.
2) Parkside Medical Facility Site - The Housing Division facilitated development of the
former Parkside Medical Center property which is currently owned by EDA. Once
constructed, this ten (10) lot residential subdivision will include high quality
1,300 square foot homes, which will subsequently sell for up to approximately
$120,000.
Development of the site should begin in early Summer, with actual home
construction completed by early Fall.

Design and secure a Joint Development Agreement for the construction
of low and/or moderate income single family detached housing units
on the former Parkside Medical Facility site location.
3) Comprehensive Housing Affordability Strategy (CHAS) Annual Review -
The CHAS 1991-92 Annual Performance Review and 1993 Annual Plan were
completed and submitted to HUD prior to the established federal deadline.
This effort ensured that $1.1 million in Home Program funds would be
available for use by the Agency.
4) The Housing Division completed and submitted the 1992 HOME Program
Annual Performance Review. This review included comprehensive reassessment
of HOME Program priorities as they relate to the City of San Bernardino's
identified Housing needs.

MORTGAGE ASSISTANCE PROGRAM MAP
The Mortgage Assistance Program (MAP) makes available a limited number of deferred
payment second mortgages in amounts up to 10 percent of the purchase price. This
Program is designed to assist qualified families with the monies necessary to bridge the
gap between the mortgage amount a first-time homebuyer can qualify for and the actual
purchase price of a single-family detached home in San Bernardino.
What are the req it men
3-Year Red it n : The applicant cannot have had ownership interest in a principal
residence at any time in the past three (3) years.
* Income ReQuire In order to qualify for mortgage assistance, the applicant's
household income must be below the following limits:
1 Person $30,750
2 Person $35,100
3 Person $39,400
4 or more persons $43,900
* Purchase Price Requirements: The purchase price of the house must be below the
following amounts:
New unit (never previously occupied) $150,000
Existing unit (resale) $150,000
Lender R it n s:
Local lenders have indicated that in order to be able to purchase property
within the City of San Bernardino, the potential buyer should have approximately
530.000 income, in addition to monies necessary for down payment, closing and
associated costs.
How can borrow?
The City of San Bernardino can help with down payment assistance for up to 10 percent
of the purchase price of the home.

Single-family detached properties located within the City of San Bernardino are eligible.
Currently, condominiums or townhomes are not eligible through this program.
How much down i)ayment does the negdLQ_gualify?
If an applicant is VA-eligible, only closing costs are required. If the applicant is not
VA- eligible, the applicant needs at least 5 percent of the purchase price, plus any/all
closing costs.
What are the MmmunLterms Qf_this loan_?
The Mortgage Assistance Program is a deferred payment equity participation loan secured
by a second deed of trust. There are no monthly payments and the loan is due and
payable only when the property is sold, refinanced, or a change in title occurs. At time of
sale the City will receive an equity share of the property in an amount equal to the City's
original down payment assistance (10%).
