MEETING MINUTES
I. CALL TO ORDER
The first meeting of the North End Redevelopment Study Area Ad
Hoc Committee was called to order at 10:20 a.m. . The Committee
members designated Councilman Michael Maudsley as the
Chairperson.
II. ESTABLISHMENT OF NORTH END REDEVELOPMENT SURVEY AREA
Mr. Henderson informed the Committee that when a survey area is
adopted it will allow the Agency staff to conduct a formalized
review of the entire area in terms of blight and consider all
other requirements. After the survey has been completed, the
boundaries can be expanded or refined into a subsequent project
area.
A lengthy brainstorming and discussion period ensued to determine
what commercial and residential areas should be included in the
survey area. Some of the member's recommendations for specific
areas which should be included are as follows:
1. Arrowhead Suburban Farms;
2. Griffith Apartments (should qualify for 20% Set Aside funds) ;
3. Little Mountain area, by Edgemont (might require sewer
assistance) ;
4. Marshall and E Street, up to 33rd Street (C-G and R-M Zoning) ;
Pocket between LeRoy, Waterman, up to Marshall Blvd. , is
blighted area.
5. Northern area of Calvary Baptist;
6. Border State College Industrial project area;
7. Include right-of-way on Waterman.

Mr. Parker advised including as much commercial vacant land as
possible to avoid buying existing buildings for commercial use in
the future. He noted that the tax increment going in on the
project is low. Councilman Maudsley stated there vacant land on
40th Street.
Mr. Henderson commented on the alleged negative impact on the
City' s General Fund. He explained that if a redevelopment
project area is adopted and nothing occurs, then there is a
negative impact on the general fund. However, if there is
significant development, then staff can demonstrate that whatever
the City lost in the general fund is offset by the increases in
property values, taxable sales and entire business environment.
This occurred in the instance of Tri-City, State College and
South East Industrial Park project areas.
The North End Study Area Ad Hoc Committee recommended the
following be considered for the survey area:
AREA STARTING AT THE SOUTH SIDE OF 30TH STREET AND WEST SIDE OF
"E" STREET; EASTERLY TO SOUTH SIDE OF 30TH STREET TO EAST SIDE OF _
WATERMAN; GO NORTH-EASTERLY PROLONGATION OF N. PARK BLVD. ;
WESTERLY ALONG NORTH RIGHT-OF-WAY OF N. PARK BLVD. TO EASTERLY
BOUNDARY OF STATE COLLEGE PROJECT AND SOUTHERLY ALONG STATE
COLLEGE PROJECT TO INTERSECTION WITH "E" STREET; TO NORTHERLY
RIGHT-OF-WAY OF 33RD STREET; THEN WEST TO WESTERLY RIGHT-OF-WAY
OF "F" STREET; SOUTH TO THE SOUTH RIGHT-OF-WAY TO 33RD STREET;
THEN EAST TO THE WEST SIDE OF "E" STREET, AND SOUTH TO POINT OF
BEGINNING.

III. ADJOURNMENT
There being no further discussion, the meeting was adjourned at
11: 00 a.m. .
