CITY OF SAN BERNA031INO - REQUEST F4_ _ COUNCIL ACTION
STAFF REPORT
A Public Housing Drug Elimination Program Grant, authorized by the
Department of Housing and Urban Development (HUD) , has been
extended to the Housing Authority of the County of San Bernardino
(HACSB) . In the grant application, the HACSB has identified two
public housing complexes, the Wilson/Medical Center Project (Cal.
19-3) and the Waterman Gardens Project (Cal. 19-2) with significant
drug activity, drug related crime problems and an increased sense
of insecurity on the part of the resident families.
The grant allocates monies to the HACSB to employ a Drug
Elimination Coordinator and reimburse the City of San Bernardino
for police personnel, specifically one (1) Police Officer, to
assist directly in the program. The Police Officer provides
directed and specific patrol at both Cal. 19-2 and Cal. 19-3 during
the critical hours that illicit drug and crime activity normally
takes place.
HUD grant monies would continue to reimburse the City 100% of the
salary and benefits for the Police Officer for six (6) months,
effective 7-1-92 through 12-31-92, with the possibility of an
extended year of funding.
HACSB will also continue to lease a fully equipped police vehicle
with grant monies, and fund a fully operational Community Service
Office in Cal. 19-2.
This grant provides the police department with additional personnel
and equipment to address crime and drug problems in two residential
areas for the City impacted by drug related crimes with some
additional allocation of City monies. HUD and the City will
continue to provide the same benefits as during the first year of
the grant. An outline of these costs is included in this report.
During the time the police department has been involved with the
HUD grant, a significant amount of work is identifiable through
monthly statistical computation. Officer Van Rossum averages four
(4) arrests, five (5) S.M.A.S.H. field interrogations, and 65
Positive citizen contacts per month.
Probably the most significant though is the positive response from
the citizens who live in the two areas served by the grant. The
officer assigned has time to interact with citizens which helps
them understand their police department and to feel less isolated
from law enforcement.

CITY OF SAN BERNA"DINO - REQUEST FC ' COUNCIL ACTION
STAFF REPORT
This request for Council action is being re-submitted because the Housing
Authority of the County of San Bernardino has not signed the M.O.U. In a
meeting with Mr. Bill Edwards, Director of Housing Management, he requested
that we delete the cost of a Police Records Clerk for the entire extension of
the program. We have sent Mr. Edwards a letter advising him of the Housing
Authority's responsibility to pay for the Police Records Clerk from July 1,
1992 through October 23, 1992 (copy of the letter attached) .
The exact amount of the cost of the Police Records Clerk for that period is
being computed and a bill will be sent to the Housing Authority once that
amount is learned.
