Synopsis of Previous Commission/Council/Committee Action(s):
On July 6, 1992, the Community Development Commission approved and adopted the Downtown
Urban Plan and approved the conceptual development plan of the public square located at Court
and "E" Streets. Development of this project was to be handled by the Development Department
and, once complete, management of the square will to be carried out by Main Street. On October
12, 1992 the development department proposed that a contract be entered into with Project for
Public spaces for $34,200 to assist Main Street in implementing the initial management plan and
establish Friends of Court Street Square, and that a further contract be entered into with
Community Arts Resources, Inc. (CARS) for $35,480, plus expenses, to assist Main Street in
implementing programming and entertainment production for the square. The matter was referred
to the Downtown Task force for further review. Main Street redefined the scope of work, reduced
the contract to $17,500, and referred the matter to the Downtown Task force for review.

Public Spaces (PPS) utilizing Community Arts Resources (CARS) for$17,500 to
assist Main Street in implementing a program and calendar of events for
entertainment productions for Court Street Square.

Downtown Management Plan Implementation — Court Street Square
BACKGROUND
On July 6, 1992 the Community Development Commission adopted the Downtown Urban Plan
which was submitted after extensive research conducted by Project for Public Space (PPS) in
conjunction with Development Staff, local businesses, citizens input and the Downtown
Development Task Force. Project for Public Spaces is a consulting firm specializing in the
revitalization of downtown Urban Areas across the United States. The key element of the PPS
proposal was to construct a high activity zone on a portion of the City owned parking lot at the
corner of Court and "E" Streets which would serve as a catalyst for attracting higher activity to
the region and so stimulating greater socio/economic interest in the downtown region. With the
establishment of "Friends of Court Street Square" community/local business involvement would
be greatly strengthened, and impart a sense of'ownership of the square" to local residents.To take
advantage of the momentum already established downtown, which has seen several new
constructions take place in the last year, as well as clearing of the site on 4th and "E" for new
development it was proposed that construction of the square take place as soon as possible. The
Motion for construction of the square to the value of $450,000 was approved in council on
November 16, 1992, and construction of the physical structure is now underway.
The Development Department and Project for Public Spaces proposed to the Downtown Task
force that management of the facility, once complete, be undertaken by Main Street. To this end
proposal was made that additional resources be made available to Main Street in the form of
$34,200 payable to PPS to assist in the compilation and implementation of a Management Plan
for the Square and a further $35,480 plus expenses payable to Community Arts Resources, Inc.
(CARS) a Los Angeles based organization specializing in community special events. The matter
was referred back to the Downtown Task Force for further review.
MANAGEMENT PLAN:
Utilizing the architectural plans of the square, management plans for similar programs in other
cities in the United States, and with the input of Project for Public Spaces, Main Street staff were
able to compile a Management Plan for the Court Street Facility to the satisfaction of the
Downtown Task Force using their own resources. This rendered the additional consultant fee of
$34,200, plus expenses, which would have been payable to Project for Public Spaces, Inc.
unnecessary.

Successful management, and a broad calendar of events, attractive to the general public, together
with a spectacular Grand Opening event, which will set the tone of the facility are crucial to the
long term success and future of the project.
Community Arts Resources (CARS) produce festivals and concerts for Southern California
audiences and provide strategic services for the arts in Los Angeles. The organization is also an
excellent resource tool providing a state—of—the—art database, mailing lists, computer networking
and publications on self—productions for performing artists. Productions undertaken by CARS
include the Santa Monica Festival, Hollywood Galaxy and parade of Masks to name but a few.
Initially, it was proposed that CARS would make their arts resources and data base available to
Main Street in addition to implementing the initial management effort, training of a Main Street
Site Manager and other personnel, as well as help with staging of the opening event. After careful
discussion by the Task Force it was felt that Main Street Staff were sufficiently qualified to
undertake implementation of the Management plan and staff training on their own, and that the
major need for CARS services was in creating our own data base of local artists who would be
likely to be attracted to the square, as well as help stage a grand opening event based on their
successes in Los Angeles and Santa Monica.
CARS would also conduct an outreach into the local Arts Community in San Bernardino and
Riverside Counties on behalf of Main Street, identifying local resources available to utilize the
square. (See letter for Project for Public Spaces Dated November 11, attached, for more detail on
the proposed scope of work proposed by PPS and CARS).
Reviewing the revised requirements of Main Street with CARS resulted in an amended consultant
fee from $35,480 to $17,500.
Based on the foregoing, staff recommends adoption of the form motion.
