Request for Fee Refund/Waivers—Cinco de Mayo Festival—April 30, 2000.

BACKGROUND:
The Hispanic Chamber of Commerce submitted a Temporary Use Permit application to
hold a Cinco de Mayo Festival on Sunday, April 30, 2000. The organization proposes to
close Court and 3rd Streets between"D" Street and Arrowhead Avenue, and"D" Street
between 2nd Street and Court Street. Various vendor booths, food booths, two beer
gardens, and two stages will be set-up along these streets. The festival will be open to the
public from 10:00 a.m. until 8:00 p.m. The organization proposes to close the streets
early Sunday morning, and re-open late that evening.
FINANCIAL IMPACT:
City departments provide services and/or require permits as follows:
Planning Division
Temporary Use Permit fee of$320 paid to City. Total requested refund: $320.
Building Services Division
Permits and inspections are required for generators and temporary electrical wiring. Fee
is $72.80 per hour(X1.5 for overtime) for an estimated 3 hours. Total fee waiver:
$327.60.
Public Works
The Traffic Division provides barricades for street closures. The fee for the establishment
of temporary No Parking zones and drop off/pick up of barricades is $300. There is a$5
per barricade (refundable) deposit required. It is estimated that approximately 50
barricades will be required for a deposit of$250. Total fee waiver: $550.
City Clerk's Office
All vendors must obtain Business Registration Certificates. This fee cannot be waived. A
license inspector will be on site Sunday morning for approximately 4 hours at a rate of
$32/hour. Total fee waiver: $128.
Public Services
Provision of solid waste services. Public Services will sponsor this event; therefore, no
fees are required.
Fire
Permits are required for tents, canopies, and cooking facilities. Total fee waiver:
$1,400.00
Police
Police personnel will provide services as per Attachment"A". Total fee waiver:
$6821.87.
CONCLUSION
The requested fee refund is $320, and the requested fee waiver is $9,227.47. Request for
fee refund/waivers for the Cinco de Mayor Festival total $9,547.47 from the General
Fund.

On Sunday April 30, 2000, the Inland Empire Hispanic Chamber of Commerce will be
hosting " Cinco de Mayo Family Fiesta 2000". The event will begin at approximately
10:00 AM and conclude at approximately 8:00 PM. The event will be located in the area
of"E" St. and Arrowhead Av. Between 2nd St. and 4u1 St. Street closures will be required
(see attached map for exact locations).
The promoters expect 10,000 participants. There will be live entertainment, two beer
gardens and street vendors set up in the area.
MANPOWER NEEDS /COST ANALYSIS
Day of Event:
(1) Sergeant @ $63.77 per hour x 11 hours = $ 701.47
(4) BMET officers @ $55.64 per hour x 11 hours = 2448.16
(6) Patrol officers @ $55.64 per hour x 11 hours = 3672.24
(6) Reserve officers @ no charge
(8) Citizen patrol personnel @ no charge
Total = $ 6821.87
Traffic engineering will send an invoice directly to Inland Empire Chamber of Commerce
for barricade and labor costs.
ACTION PLAN
THE SBPD IS COMMITTED TO PROVIDING:

Barricades will be delivered on Friday April 28,2000. Citizen Patrol Personnel will set
up the barricades at approx. 0930 hours on Sunday April 30,2000. Officers will confirm
proper placement. Officers will be responsible for crowd control and enforcement
actions as necessary.
The radio frequency for the event will be 10-SBPD-2. At the conclusion of the event
police personnel will be responsible for opening the roads.

At the meeting of the Mayor and Common Council held on April 17, 2000, the Mayor
and Council voted to approve your request for a waiver of fees and refund the cost of
