appointments, promotions and other personnel actions to be reviewed by the Mayor and
Common Council at the April 17, 2000 Council meeting.

POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the April 17,
2000 Council meeting.

3.& Code Compliance Officer I (Deckard, D. & Hooper, P.) — Appointments
4. CODE COMPLIANCE
The Code Compliance Division is requesting to fill two (2) Code Compliance Officer I
positions. These positions will primarily be assigned to vehicle abatement and weekend
garage sales, although they may be assigned to other duties. By the nature of their
assignment, these employees will be required to work Saturdays. Filling of these
positions will allow the division to have employees regularly available to work weekends
and provide better service to the community.
5-6. Code Compliance Officer II (Rigney, D., Riner, W. & Lithen E; Sermeno, D.) —

11. CODE COMPLIANCE
The Code Compliance Division is requesting to fill four (4) vacant Code Compliance
Officer II positions. The filling of these positions will allow the division to have officers
specifically assigned to every geographic area and ward in San Bernardino. This will
result in better coverage and tracking of complaints and better response times.
7. Senior Code Compliance Officer (Mansfield, J., Carter, C. & Conrad, D.) —

13. CODE COMPLIANCE
The Code Compliance Division is requesting to fill three (3) vacant Senior Code
Compliance Officer positions. For the last several months, the division has had Code
Compliance Officer II's acting in two (2) of the vacant slots. The senior positions are the
lead officers in the field. They oversee the work of Code Compliance Officers, work the
more complex cases and act as liaison to other departments and community groups.
Filling these positions will provide leadership in the field and better communication with
other departments and neighborhood associations.

8. Typist Clerk II (Atherley, D.) —Appointment
PARKS, RECREATION & COMMUNITY SERVICES
This clerical position has been vacant since January when the incumbent was promoted
to another department. This position is vital to the administration operations as it is one
(1) of three (3) clerical positions, two (2) of which are vacant, leaving only one (1) clerk
for all the administration work for the department. Filling this position will get the
department administration back on track to be able to meet all deadlines and to keep up
the standards expected in this department.
9. Animal Shelter Operations Manager (Hoak, S.) — Promotion
ANIMAL CONTROL
This is a budgeted position which has been performed by the incumbent in a higher-
acting capacity since September 1999. The duties of this position include employee
scheduling, payroll, accounts, ordering supplies, responding to complaints and the
overall daily operations of the Animal Control Division.
14. Landscape Inspector II (McClintock, K) — Promotion
PARKS, RECREATION & COMMUNITY SERVICES
The landscape inspection section of the Parks Division has been operating with a Park
Maintenance Supervisor inspecting 58 sites (totaling 223 acres) since the Park Project
Coordinator resigned a year ago.
The spring and summer months are the major public use months of our parks and the
most intense period for maintenance of the parks. It is imperative that the Park
Maintenance Supervisor, now being utilized to fill-in for the landscape inspection
requirements, be put back in his area of responsibility -- park maintenance supervision -
- to assure that the maintenance needs and requirements of all parks are being carried
out.
The ability to fill the Landscape Inspector II position will enable the department to
provide the required inspection services at the 58 sites (223 acres) presently under
landscape maintenance contracts without further impacting supervision of the Park
Maintenance Section.
15. Assistant Planner (Juarez, S.) — Promotion
DEVELOPMENT SERVICES
The Assistant Planner is a professional, entry level position responsible for processing
various development projects and providing service to the public. The Assistant
Planner will share the case load of tract maps, conditional use permits, general plan
amendments, Development Code amendments and perform various special studies as
required. This position is needed to assist in the Planning Division's efforts to

streamline the development process and improve customer service. Since this position
was vacated in November, development processing timeframes have lengthened, which
is contrary to improved customer service. It is anticipated that filling this position will
lessen the reactive mode of our daily operations.
