5/03/1999 - Approve Plan No. 9969 and Authorized Director of Development Services to
Advertise for bids.
7/06/1999 - Adopted FY 1999-2000 Capital Improvement Program which Allocates a total of
$533,500 in Measure "I" funds in Account No. 129-367-5504-7127 "Highland Ave. from
Route 259 to Waterman - Rehab. Pavement".
9/20/1999 Adopted Resolution No. 1999-233 awarding contract for Rehabilitation of Pavement
on Highland Avenue from Rte. 259 to Waterman Ave to Holland-Lowe Construction, Inc.
Recommended Motion:
That Contract Change Order No. One with Holland-Lowe Construction, Inc. be approved for
trenching, backfilling, restoration of pavement, and installation of irrigation system for a total
Change Order amount of$57,928.00, increasing the contr t total fr $376,101.90 to
$434,029.90.

Subject:
Authorization to execute Contract Change Order No. One with Holland-Lowe Construction,
Inc.— Rehabilitation of Pavement on Highland Avenue--Route 259 to Waterman Avenue per
Plan 9996.
Background:
On September 20, 1999, the City entered into a contract with Holland-Lowe Construction,
Inc.— Rehabilitation of Pavement on Highland Avenue--Route 259 to Waterman Avenue.
After a lengthy delay, due to issues associated with the Highland Streetscape project, a "Notice
to Proceed" was given and the Contractor started work on April 17, 2000. This contract covers a
portion of Highland Avenue, which overlaps with the Highland Streetscape project. The
Highland Avenue Streetscape Project is being recommended for termination for convenience.
The irrigation system for the Highland Streetscape project has been installed along the south
side of Highland Avenue between "E" Street and Sierra Way and on the north side of Highland
Avenue between Arrowhead Avenue and Sierra Way. An additional 1,200± linear feet of
irrigation system remains to be installed on the north side of Highland Avenue from "E" Street
to Arrowhead Avenue in order to avoid cutting the street again after the pavement
rehabilitation project is completed.
Additionally, one irrigation Cross Connection remains to be installed just west of Sierra Way.
Installing this cross connection will require trenching across Highland Avenue.
This additional trenching and irrigation is required at this time to avoid cutting the new
pavement after the completion of the pavement rehabilitation project.
Holland-Lowe Construction, Inc. has proposed to complete the trenching, backfilling,
restoration of pavement and installation of irrigation system for a total change order amount of
$57,928.00.
Staff feels that Holland-Lowe's proposal for this work is a reasonable price given the
circumstances and we recommend approval.
Financial Impact:
Sufficient funding is available in Account No. 129-367-5504-7127 "Highland Ave. Route 259
to Waterman - Rehabilitate Pavement" to cover the cost of this Change Order.
Recommendation:
Staff recommends approval of Contract Change Order No. One.
