STAFF REPORT
Subject:
An ordinance of the City of San Bernardino adding Section 10.16.250 to the San Bernardino
Municipal Code relating to parking vehicles or,unpaved parcels of real property.
Background:
Currently, San Bernardino Municipal Code 15.24.050 (A) (5)requires that all vehicles parked in
multi-residential, commercial and industrial zoned properties be parked on an improved surface.
To issue a citation officers must contact the vehicle owner and provide him/her with a Notice to
Appear or file a Long Form Complaint. Locating and contacting the owners can be difficult and
time consuming. To streamline this process, staff is recernir ending that Section 10.16.250 be
added to the Parking Ordinance allowing officers to tickel offending vehicles.
The proposed new San Bernardino Municipal Code section meets the following four goals: (1)
prevents the parking of motor vehicles on unimproved commercial properties; (2)makes it more
efficient to enforce; (3)provides consistency with recent ordinance changes dealing with parking
vehicles on unimproved surfaces in residential zoned areas; and (4) allows exceptions in
instances where temporary use permits have been granted pursuant to San Bernardino
Development Code Section 19.70.020(9).
Financial Impact:
There is no cost associated with tb new ��rdin-_mce. There may be some increased revenue
resulting from payment of citations.
Recommendation:
That said ordinance be laid over for final adoption.

4 RELATING TO PARKING VEHICLES ON UNPAVED PARCELS OF
REAL PROPERTY
5 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
6 BERNARDINO DO ORDAIN AS FOLLOWS:
7 SECTION 1. Section 10.16.250 is hereby added to the San Bernardino
8 Municipal Code to read as follows:
9 Section 10.16.250 Parking on Unpaved Parcels of Multi-
10 Residential, Commercial or Industrial Property.
11 A. A person shall not stop, stand or park a vehicle on any unpaved
parcel of multi-residential, commercial or industrial property; provided however,
12 that this ordinance shall not apply in instances where a Temporary Use Permit has
13 been granted under Development Code Section 19.70.020 (9).
14 B. The Director of Facilities Management, or his or her authorized
15 representatives, is authorized and empowered to enforce this parking regulation
and to issue parking control notices related thereto as provided in Vehicle Code
16 Section 40202.
