POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the May 1,
2000 Council meeting.

1&2. Animal Shelter Office Specialist (Sanchez, A., Van Ness, Jennifer) —
Appointments ANIMAL CONTROL
These appointments are regularly budgeted and staffed positions. These positions
directly serve the public on the phone and in person. Both of these appointees have
been trained and evaluated as provisional employees within the Animal Control
Division. Appointing Anita Sanchez and Jennifer Van Ness will insure a full complement
of permanent office staff to serve the public's needs as well as the Division's.
3. Typist Clerk II (Steil, Wanda) —Appointment
DEVELOPMENT SERVICES
This Typist Clerk II position was vacated as a result of a promotion. This position is
essential for maintaining and improving the department's direct customer service. The
person in this position provides reception services at the department's busy front
counter and provides support to the technical staff who process permits at the counter.
Wanda Steil has a strong customer service and computer skills background. These
skills will be an important asset to the department. Along with reception services, Mrs.
Steil will be cross-trained on the automated permit system. This training will enable
Mrs. Steil to respond to inquiries from the public on permit status and inspection results
and also enter inspection requests.
4. Personnel Analyst (Arroyo, R. Anthony) —Appointment
HUMAN RESOURCES
This appointment fills the vacant Personnel Analyst position, which has been vacant
since January due to a retirement. This position will play an important part in the City-
wide classification and compensation study and 186 salary negotiations. The
incumbent will also handle employee relations issues, job analysis and surveys. It is
imperative that this position be filled in light of the short staffing which currently exists in
the Personnel Section of Human Resources.
