Regarding Commercial Signage and Non-Conforming Uses and Buildings.

Background:
-- The continuing economic recession has resulted in existing commercial and industrial buildings
remaining vacant for extended periods of time. These vacancies are not indicative of
abandonment of non-conforming uses. Rather the buildings are being maintained, utilities
remain connected, and owners are actively seeking tenants. The current development code
imposes extensive requirements exceeding standards of building and safety codes. These
requirements result in buildings remaining vacant and then potentially becoming maintenance
issues. This can then result in negative impacts to entire neighborhoods. The staff would like to
take the opportunity to explore options with the Legislation Review Committee.
The sign code also does not address many types of signage that is available to the business
community. Staff has been contacted by the Chamber of Commerce and Council members in
several instances where businesses feel that new types of signage could greatly enhance their
business. Again staff wishes to discuss options with the Legislative Review Committee to see if
there is interest in pursuing amendments to the code.
