MOTION: That the personnel actions, as submitted by the Chief Examiner, dated January 31, 2006 in accordance with Civil Service rules and Personnel policies adopted by the Mayor and Common Council of the City of San Bernardino, be approved and ratified. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the Mayor to execute a Memorandum of Understanding with California State University, San Bernardino, establishing a partnership for the production and broadcast of community television programming content. Resolution of the City of San Bernardino approving a Services Agreement for Professional Services with Stantec Consulting, Inc. (Stantec) to provide sewer line capacity evaluations, including field flow tests and to make recommendations for upgrades and improvements of sewer lines at various locations in the City of San Bernardino, SW04-21, SW04-36, SW05-01, SW05- 02, SW05-05, SW05-06 and SW05-07, (City funded projects), and repealing Resolution No. 2005-384. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the execution of Amendment No. 1 to the Agreement for Consultant Services in collaboration with District for the CAPS Program between the City 02/06/2006 6 and the San Bernardino Unified School District. Resolution of the City of San Bernardino authorizing the obligation and expenditure of the allocated FY 06/07 Justice Assistance Grant (JAG) funds and authorizing the signing of a JAG Interlocal Agreement with the County of San Bernardino. Establish new position of Refuse Field Inspector, reclassify the Account Clerk II position to Account Clerk III and add additional positions to the Public Services Department. Civil Service 24. Establish the position of Human Resources Analyst and Reclassify the Personnel Assistant position to Human Resources Technician in the Civil Service Department. MOTION #1: That the Mayor and Common Council establish the position of Human Resources Analyst, Range 3467, $4,559-$5,541/month; MOTION #2: That the Mayor and Common Council reclassify Personnel Assistant position, Range 1394, $3,168-$3,850/month to Human Resources Technician, Range 1362, $2,700-$3,282/month; and 02/06/2006 9 MOTION #3: Authorize the Human Resources Department to update Resolution Nos. 6413 and 97-244 to reflect these actions; and MOTION #4: That the Director of Finance be authorized to amend the FY 2005/06 budget by increasing the Civil Service personnel budget by $18,700 and increase the transfer from Refuse to the General Fund by $9,400 and increase the General Fund expenditure savings credit by $9,300. Public hearing - amend Chapter 13.32 of the San Bernardino Municipal Code entitled Wastewater Facilities, to revise industrial limits for discharge into the sewer system to require compliance with Federal and State Wastewater Standards and adopting an Enforcement Response Plan establishing appropriate responses and penalties to non-compliant users who discharge non-domestic wastewater to the San Bernardino Water Reclamation Plant. (See Attached) A. An Ordinance of the City of San Bernardino, California, amending Chapter 13.32 of the San Bernardino Municipal Code entitled Wastewater Facilities; to revise industrial limits for discharge into the sewer system, to require compliance with federal and state wastewater standards, to revise penalties for violation of discharge standards and to make various technical corrections. Resolution of the City of San Bernardino amending Resolution No. 655 entitled, in part, “A Resolution … designating certain streets, or portions thereof as through highways …” and establishing a four way stop at the intersection of California Street and Sixteenth Street. Set a public hearing for proposed development impact fees. (See Attached) MOTION #1: That the Mayor and Common Council set a public hearing for Tuesday, February 21, 2006, at 4:00 p.m. in the Council Chambers of City Hall to consider adjusting and/or establishing certain development impact fees; and MOTION #2: That the Mayor and Common Council approve in concept the proposed new and adjusted development impact fees as outlined in Attachment A of the staff report dated January 26, 2006, from Fred Wilson, City Administrator; and MOTION #3: That staff be directed to prepare the appropriate resolution(s) and/or ordinance(s) to implement the proposed new and adjusted 02/06/2006 11 impact fees, and to proceed with the studies to update the storm drain and Verdemont infrastructure impact fees. 28. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the Mayor to execute a Services Agreement with Performance Measurement Partners to assist the City in defining and implementing a fee for Communication Center Services. NOTICE: Any member of the public may address this meeting of the Mayor and Common Council/Community Development Commission on any item appearing on the agenda by approaching the microphone in the Council Chambers when the item about which the member desires to speak is called and by asking to be recognized. Any member of the public desiring to speak to the Mayor and Common Council/Community Development Commission concerning any matter not on the agenda but which is within the subject matter jurisdiction of the Mayor and Common Council/Community Development Commission, may address the body at the end of the meeting, during the period reserved for public comments. Said total period for public comments shall not exceed forty-five (45) minutes, unless such time limit is extended by the Mayor and Common Council/Community Development Commission.
