2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO ESTABLISHING THE POSITION OF REGULATORY COMPLIANCE
3 ANALYST AND APPROVING THE JOB DESCRIPTION.
4 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
5 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1: The position of Regulatory Compliance Analyst, Range 3490,
7
8 $5,113 - $6,215 per month, is hereby established and the job description for said
9 position, attached hereto as Exhibit "A," is approved.
10 SECTION 2: The Human Resources Division Manager is hereby authorized t•
11 update Resolution Nos. 97-244 and 2011-218 to reflect this action.
12 SECTION 3: The Director of Finance is hereby authorized to amend the F
13 2014/15 budget to reflect this action.

CLASS SPECIFICATION
Regulatory Compliance Analyst
JOB SUMMARY
Under general supervision, performs a variety of entry to journey-level specialist and analytical
activities including technical field procedural inspections and investigations to enforce
compliance with multiple codes, ordinances and laws; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
Regulatory Compliance Analyst incumbents perform professional assignments in one or more
compliance areas while learning City policies and procedures and specific techniques and legal
requirements related to Public Works programs. As experience is gained, duties are performed
with a significant degree of independence under general supervision. Incumbents are expected
to carry out their responsibilities with initiative and creativity, exercising sound professional
judgment and problem-solving skills. Incumbent will be assigned in the Public Works
Department.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may
be performed. The omission of specific statements of duties does not exclude them from the
position if the work is similar, related or a logical assignment to this class.
1. Assist with the creation and implementation of organizational policies, standards
and procedures to comply with applicable regulations.
2. Assist with the development and maintenance of local standard operational
procedures that support efficiency, safety and a higher level compliance.
3. Provide strategic advice and recommendations to the Director or designee with
regards to the best practices, policies, rules and regulations.
4. Conduct internal reviews and assist with the establishment of internal controls to
ensure the department achieves and maintains government compliance.
5. Assist with the development of comprehensive training plans while overseeing
periodic compliance training and education for the department.
6. Provide training and assistance to the various sections of the department, which
improve standard operating procedures and overall compliance.

6. Communicate effectively orally and in writing.
7. Prepare clear, concise and accurate analytical reports, correspondence and other
written materials.
8. Exercise tact and diplomacy in dealing with sensitive, complex and confidential
personnel issues and employee situations.
9. Establish and maintain effective working relationships with managers, employees, union
representatives, applicants, representatives of other agencies, vendors and others
encountered in the course of work.
Education,Training and Experience:
A typical way of obtaining the knowledge, skills, and abilities outlined above is graduation
from a four-year college or university with major coursework in public or business
administration, or a related field; and two years of progressively responsible compliance
management experience; or an equivalent combination of training and experience.
Experience in a governmental setting is preferred.
Accreditation shall be by a national or regional accreditation body that is recognized by the
Secretary of the United States Department of Education.
Licenses; Certificates; Special Requirements:
A valid California driver's license and the ability to maintain insurability under the City's
vehicle insurance program may be required for certain assignments.
PHYSICAL DEMANDS
While performing the duties of this job, employees are regularly required to use hands to finger,
handle, feel or operate objects, tools or controls; reach with hands and arms; stand; talk and
hear; walk; sit; climb or balance; stoop, kneel, crouch or crawl; and lift or move up to 25 pounds.
Specific vision abilities required by this job include close vision and the ability to adjust focus.

The work environment characteristics described here are representative of those an employee
encounters while performing the essential functions of this class. Reasonable accommodations
