May oversee City's Economic Development endeavors. DISTINGUISHING CHARACTERISTICS The incumbent of this single-position class ensures the proper functioning and technological development of the City's departments and programs; provides oversight and direction to department heads toward maintaining proper operational controls and administrative and reporting procedures to ensure operational efficiency and effectiveness. The incumbent receives administrative direction from the City Manager and exercises direct supervision over City department heads as needed to accomplish management directives. ESSENTIAL DUTIES AND RESPONSIBILITIES The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude it from the position if the work is similar, related or a logical assignment to this class. 1. Provides highly-responsible administrative staff assistance to the City Manager. 2. Conducts specific and comprehensive analyses of a wide range of municipal policies involving organization, procedures and services. 3. Oversees the development and administration of departmental budgets; monitor and approve expenditures; implement budgetary adjustments as necessary. 4. Assists in developing, planning, and implementing goals and objectives for the City; recommend and administer policies and procedures. 5. Conducts studies of operational issues; prepare recommendations on results; evaluate recommended changes on organization, policy, and procedures. 6. Prepares agenda reports; develop and present oral presentations. 7. Meets with citizens to remedy problems and discuss City policies and procedures; respond to and resolve difficult and sensitive citizen inquiries and complaints. 8. Participates on a variety of committees and commissions; prepare meeting agendas; conduct and present a variety of research and special projects. 9. Performs related duties as assigned. 10. Modern and highly complex principles and practices of municipal administration. 2. Current social, political and economic trends and operating problems of municipal government. 3. Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs. 4. Principles and practices of municipal government budget preparation and administration. 5. Research and reporting methods, techniques and procedures. 6. Sources of information related to a broad range of municipal programs, services and administration. 7. Pertinent Federal, State, and local laws, codes and regulations. 8. Principles of supervision, training, and performance evaluation. 9. Principles and practices of Economic Development. Ability to: 1. Provide administrative and professional leadership. 2. Plan, organize, direct and coordinate the work of department heads and subordinates; delegate authority and responsibility. 3. Plan, direct and coordinate work plans; identify and resolve problems; assign projects and areas of responsibility; review and evaluate work methods and procedures. 4. Analyze, interpret, summarize and present administrative and technical information and data in an effective manner. 5. Interpret and apply City policies, procedures, laws and regulations. 6. Gain cooperation through discussion and persuasion. 7. Select, supervise train, and evaluate staff. 8. Assist in developing, administering, coordinating and monitoring municipal budgets. 9. Communicate clearly and concisely, both orally and in writing. 10. Establish and maintain cooperative working relationships with those contacted in the course of work, including City and other government officials, community groups, the general public and media representatives. MINIMUM QUALIFICATIONS Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. Education, Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from an accredited four-year college or university with a major in business administration, public administration or a closely related field; at least seven (7) years of increasingly responsible administrative experience in a municipal government. A Master's Degree in Public Administration is highly desired. Accreditation shall be by a national or regional accreditation body that is recognized by the Secretary of the United States Department of Education.
