SUBJECT: SUGGESTIONS FOR REVENUE ENHANCEMENT FOR THE CITY OF SAN BERNARDINO

1. Declare a moratorium on building in the City for 2 years. Plans to be reviewed and permits
collected by Willdan Engneering.
2. Pioneer Cemetery-there is millions of potential dollars in burial fees that could be accessed by
the city. There are approximately 5,000 graves left
3. Fast food and restaurants—charge 5 cents per order. It would be the last item on cash register
receipt. CUF or Clean up fee-when you look at our streets,you would not believe we actually
had street sweepers.
4. Houses that are for sale—we need an Inspection process and fee checking house for livability
i.e. Paint,yard and overall condition. An example of how the city lost revenue: 900 block of
North Arrowhead was sold in a short sale;the new owners went in and converted it from a 2
bedroom,l bath to a 3 bedroom, 2 baths home. No permits or fees collected by the city—how
many more are getting by the city?
5. 1 have the instruments to do fire flow.Two weeks ago, I did one for another contractor in
another city. Inquiring why the water department didn't do it, he informed me that first you
needed the cities' paper work filed out.....Cost$300.00. Next it was$180.00 for the water
department to witness the test. This test takes approximately 10 to 15 minutes. Another
example of fees lost to the city.
6. The Carousel in the Mall needs to be moved to 4th& E Street making entertainment complete
downtown. If you want downtown San Bernardino back,this is a start.
7. Refuse rates could be raised. $5.00 a month.That would still make it less than a dollar a day.
Making up the revenue from our recycle cans being picked through by people every trash day.
8. When you see a PAR truck in the city, it is a sub hired by the electric company to repair lines.
Pay attention, those license plates are from Missouri not California. How long do you think you
could work in Missouri without paying a fee or purchasing a license for the truck?
These are just a few of my ideas.
