Synopsis of Previous Council Action:
8/5/2013 Resolution 2013-230 approved authorizing the obligation, appropriation, and
expenditure of the FY2013/2014 JAG grant in the amount of$130,007 to offset the personnel
cost of three dispatchers.
Background:
At President Bush's request, Congress consolidated the Byrne Grants and LLEBG into a single
program known as the Edward Byrne Memorial Justice Assistance Grant (JAG) in order to
streamline funding and grant administration. Grant funding is allocated based on a formula that
includes population and a three-year average of reported violent crime for each jurisdiction.
The City of San Bernardino has been designated as a disparate jurisdiction, which is defined as a
city receiving one-and-one-half times the County allocation, and is required to file a single joint
application with the County of San Bernardino. The County Law & Justice Group serves as the
grant administrator and fiscal agent for JAG program funds and charges each recipient a 5%
administrative fee. The 2014 administrative fee of$7,523 was deducted from the total award of
$150,466 reducing the City's funding to $142,943. The County Law & Justice Group has
prepared an Interlocal Agreement between the City of San Bernardino and County of San
Bernardino, identifying the County Law & Justice Group as the grant administrator and fiscal
agent and detailing JAG grant administration and billing procedures.

The City of San Bernardino Police Department will utilize FY 2014-2015 JAG Grant funds to
purchase eight fixed License Plate Recognition (LPR) systems. The main function of the LPR
system is to identify the status of vehicles parked, idling or traveling on roadways through
license plate images captured on video in the city. These images along with the associated data
strings (i.e., time, date, and license plate number) are then encrypted and sent to a central
processing computer that determines the ownership and standing of the vehicle. As vehicle
license plates are captured by the camera they are processed through a data base, and will
identify and alert the department, via email, smartphone, and system notification when a stolen,
felony or amber alert vehicle enters the location.
In 2012, San Bernardino County experienced a 26.28%increase in vehicle thefts from the
previous year. Approximately 12,281 vehicles were stolen throughout the county with 22% from
the City of San Bernardino. Installing fixed LPR's enhances the ability to focus on intelligence-
led policing, data sharing, and interoperability. LPR use is widespread among US law
enforcement agencies at the city, county, state and Federal level. According to a 2012 report by
the Police Executive Research Forum, approximately 71% of all US police departments utilize
some form of LPR system. LPR is becoming a significant component of municipal predictive
policing strategies and intelligence gathering, as well as for recovery of stolen vehicles,
identification of wanted felons, and monitoring for"Amber Alerts". The Police Department has
selected the Vigilant System as the best option. See attached Select Source request and price

A portion of the funding will be utilized to purchase four Portable Surveillance Cellular Cameras
to mitigate property crime. Portable Cameras will be placed in location where reoccurring
property crimes occur. This technology helps increase our collective ability to protect people,
property, and the environment.
Financial Impact:
The city of San Bernardino Police department will utilize 2014-2015 JAG Grant funds to
purchase eight fixed License Plate Recognition systems. The cost of the LPR's is $135,976,
installation and monthly wireless capability will cost$3,969. Four Portable Camera Systems will
be purchased to be utilized at locations where reoccurring property crimes are taking place at a
cost of$2,998. The total JAG Grant allocation is $142,943. This grant does not require matching
funds.

BETWEEN THE TOWN OF APPLE VALLEY,THE CITIES OF ADELANTO, BARSTOW,CHINO,
COLTON, FONTANA, HESPERIA, HIGHLAND, MONTCLAIR, ONTARIO, RANCHO CUCAMONGA,
REDLANDS, RIALTO, SAN BERNARDINO, UPLAND,VICTORVILLE, YUCAIPA,
AND THE COUNTY OF SAN BERNARDINO, CA
CONCERNING DISTRIBUTION OF THE
2014 JUSTICE ASSISTANCE GRANT AWARD
This Agreement is made and entered into this V day of June, 2014, by and between THE COUNTY
OF SAN BERNARDINO, acting by and through its governing body, the Board of Supervisors
(hereinafter referred to as "COUNTY"), and the aforementioned TOWN (hereinafter referred to as
"TOWN") and named CITIES (hereinafter referred to as "CITIES"), acting by and through their
respective governing bodies, the Town Council and City Councils, all of whom are situated within the o
County of San Bernardino, State of California, as follows: N

WHEREAS, each governing body, in performing governmental functions or in paying for the
performance of governmental functions hereunder, shall make that performance or those payments Q
from current revenues legally available to that party; and

WHEREAS, each governing body finds that the performance of this Agreement is in the best

interests of all parties, that the undertaking will benefit the public, and that the division of costs fairly
compensates the performing party for the services or functions under this Agreement; and

WHEREAS, the COUNTY agrees to release to TOWN and CITIES their respective grant NT
allocation from the JAG Award within sixty (60) days upon receipt of funds, less five percent (5%) for o
administrative fees, as reflected on Appendix 1 here attached and hereby incorporated by reference as

Vigilant Solutions currently provides technology support and ALPR data for the United States' Q
largest private license plate reader (LPR) database available nationwide. Vigilant Solutions LO
currently loads over 68,000,000 license plate records per month of mostly stationary (parked) °
vehicles from key geographic regions. By the end of 2013, the size of the private LPR network T
reached a benchmark of over 2 billion detections records. Vigilant Solutions is the only ALPR N
Company to offer the National ALPR Law Enforcement Sharing Program (NVLS) that is
providing ALPR data and hosting application for Law Enforcement use only. With use of the
NVLS program is the industry's first and only ALPR Smart Phone application. No other ALPR N
vendor has the products and resources that technically meet the type of standards required for
such a solution.
We are the exclusive software developer and manufacturer of similar types of ALPR units for x
