Inc. TranTech, Inc. will provide engineering consulting services for the development and
planning of the installation of a Community Center at Anne Shirrells Park.
Please note this balance does not indicate available funding. It does not include non-encumbered
reoccurring expenses or expenses incurred, but not yet processed.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
03/04/2013: Adopt the Resolution; and authorize the Purchasing Manager to issue an Annual
Purchase Order to Hayer in the amount of$88,900 for plan check services and an
Annual Purchase Order to Transtech in the amount of $88,900 for plan check,
inspection and NPDES services, and an additional Annual Purchase Order with
Transtech for $6,000 for on-call Building Official services, with provisions for
three single year renewal options for plan check.
Background:
The Parks, Recreation and Community Services Department("Parks Department") has
appropriated CDBG funding to install a new modular at Anne Shirrells Park. The modular will
be used as a community center available for constituent use and citywide programming of
activities and events. The Parks Department has identified TransTech as the lowest and most
responsible vendor for planning and development of the community center. It is in the best
interest of the City to amend the agreement with TransTech because it would be cost prohibitive
to utilize a different vendor. Commonly, such services would exceed the proposed compensation

of$24,900. In addition,TransTech is a local business with an ongoing and productive business
relationship with the City. TransTech will provide civil engineering consulting services which
consists of development of building plans, project specifications, and expenditure estimates for
the installation and construction of the modular building. TransTech will also provide consulting
services for construction of a parking lot and surrounding areas at Anne Shirrells park which
may be affected due to the installation of the modular building.
Currently, the Community Development Department has an agreement with TransTech in the
amount of$88,900. Municipal Code 3.04 states Council approval is required for any purchase or
agreement that is over$24,999. The Parks Department is requesting a separate, distinctive
professional services agreement with TransTech that is not identical of the agreement or scope of
work with the Community Development Department. The Parks Department and TransTech has
mutually agreed upon compensation of$24,900 for civil engineering services.
