Synopsis of Previous Council Action:
The Mayor and Common Council held budget sessions on May 21, May 28, May 29, June 3, and
June 10, 2014,to consider a proposed budget beginning July 1,2014 and ending June 30, 2015.
Background:
The proposed FY 2014-15 budget provides for the reclassification of positions, attached hereto
as Exhibit"A",which will take into effect July 1, 2014.

Budget Officer/Assistant to the City Manager (U) serves as a high level professional staff :E
assistant to the City Manager. The incumbent performs highly responsible research, analyses
and studies on a wide range of management, administrative, financial, policy, legislative and a
other organization issues in support of the planning and execution of City goals and objectives
within broad general policy guidelines and Mayor and City Council mandates. The incumbent o
develops recommendations and oversees consideration of legislative and grants matters before M
Council committees. Assignments are broad in scope and allow for a high degree of
administrative discretion in their execution. 00
ESSENTIAL DUTIES AND RESPONSIBILITIES X

1. Plan, develop, implementation and administration of the City budget; performs difficult d
and responsible assignments in analyzing departmental budget accounts, developing °
projections and formulating recommendations; with direction, prepares revenue and
expenditure analyses, staffing analyses and budget projections and forecasts; develops
estimates of revenues from various sources; develops financial plan projections and

documents; develops and presents recommendations; compiles, drafts and/or analyzes -
budget reports and documents and enters approved budget data into the City's budget
system. m
2. Conducts analyses of departmental budget proposals; conducts analyses to identify a

Education, Training and Experience: o
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation
from a four-year college or university with a major in public or business administration,
finance or a related field; and at least five years of progressively responsible experience
performing governmental budget and finance analysis; or an equivalent combination of
training and experience. A Master's Degree is highly desirable. W
