This position has been vacant since February 19, 2014. This position is critical to the )
department in that it performs a variety of complex, responsible, highly sensitive and
confidential office administrative and executive support functions for the department s
division manager and city employees. w

After carrying out the recruitment and interview process in search for a suitable fit, Albert
Calderon was the most qualified for the department's current needs. He exhibited self-
confidence, motivation, and understanding of the Human Resources Technician position.
Step 11 is being requested due to Albert's qualifications and experience. Albert holds
valuable human resources related experience in personnel and training, clerical and
.400- administrative experience, as well as having worked extensively in the overall
management of employee benefits for the City of San Bernardino. Albert possesses the
knowledge required to be effective and efficient, therefore, he will be an asset to the
Human Resources Department and to the City.

Justification/Reason for Request
Angela Guardado had completed all the phases of Dispatcher I (Flex)training. She also has
attended the P.O.S.T. Dispatcher course within the required time period. Having met all the
requirements, she would have been eligible to be promoted to Dispatcher II on 2/28/14. The
department is requesting a promotion to Dispatcher II and retroactive pay effective from 3/1/14.

Jessica Perez voluntary demoted to an Animal Shelter Attendant position due to a work force
reduction on 11/12/12. Her former position as a Customer Service Representative/Dispatcher
became available,with the reinstatement of Sharon Crawford. Civil Service verified that Jessica
Perez has rights to the position and was reinstated by council on 1/21/14. She was inadvertently
reinstated at Step 16-$3,253. The department is requesting a salary adjustment to the correct
