Discussion of Proposed Ballot Items for Charter Amendments to be Placed on the
November 2014 Ballot
Mayor Davis opened the hearing.
Pursuant to Resolution No. 2000-279, City Clerk Hanna administered an oath to those
individuals wishing to speak on the matter that they would provide true and honest
testimony.
The following individuals spoke against repeal of Charter Section 186:

5. Public Comments on Items Not on the Agenda
Scott Olson, San Bernardino, said that the City has a problem with business retention and
has not seen one proposal from the council to improve that. He said the only businesses
that have moved in are marijuana shops.
Darryl Spellacy, San Bernardino, spoke about Code Enforcement and its importance to
the community. His company has been in San Bernardino for 42 years and Code
Enforcement is vital and acts as the Home Owners Association for the City.
Christina Roman, San Bernardino, spoke about the importance of keeping Code
Enforcement. She said investors won't want to invest in a City that is run down. She
asked that the council reconsider the budget concerning Code Enforcement, Police and
Fire.
Al Palazzo, San Bernardino, spoke about his tour of San Bernardino and plan for
economic revitalization. He said the City needs to communicate its vision to the private
sector and update its code to accommodate developers and investors.
6. Adjournment
At 7:55 p.m., the meeting adjourned to 5:00 p.m., Monday, June 23, 2014, in the
Economic Development Agency Boardroom, 201 North `B" Street, San Bernardino,
California, for a budget workshop. The next joint regular meeting of the Mayor and
Common Council and the Mayor and Common Council Acting as the Successor Agency
to the Redevelopment Agency is scheduled for 2:00 p.m., Monday, July 7, 2014.
