Administrative Structure
The Library is governed by a 5-member administrative Library Board chaired by President Milton Clark. The Library Director reports to the Board of Trustees.
The Library overall budget
figure is set by the Mayor and Common Council and was $1,716,128 in FY 13-14.

Currently Open 37 hours a week.
Monday – Thursday 10 am-6 pm
and Saturday 1pm-6pm.

Dorothy Inghram Branch – 1505 W. Highland Ave.
Howard Rowe Branch – 108 E. Marshall Blvd.
Paul Villaseñor Branch – 525 N. Mt. Vernon Ave.
Each open 20 hours a week with library staff.

Patrons visited the library more than 264,000 times for an array of services.

Library Technology Services
Free public usage of 60 Internet PCs among 4 libraries to help bridge the “Digital Divide.”
Access to PCs used by patrons to:
look for a job, write a resume, etc.
Do research for school
assignments.
Stay in touch with family and friends via e-mail and social media.
Free wireless network (Wi-Fi) for public in all libraries.
Funded by Support Program whose staff maintains
175 PCs, 16 servers, VoIP phone system and other hardware on library network separate from City’s as a requirement for public libraries to receive E-Rate funding for internet and phone
service.

Promotion of Early Literacy
Periodic “Family Place” programs that bring parents and children into the library to promote reading.

Jack Hill Lifelong Learning Center at Feldheym
Provides assistance to help patrons improve their lives.
The Lifelong Learning Center is not listed as a primary library program since it receives state and federal funding for staff
and other activities without any general fund expenditures.
Literacy instruction is provided through one-on-one, group and computer–based programs.
Citizenship and English as a Second
Language (ESL) classes.
Free computer classes offered to the public.
Homework centers at Feldheym and Villaseñor.

Feldheym Service Points
The Norman F. Feldheym Central Library is a 2-story, 64,000 square-foot-facility and 11 of 13 full-time staff work there exclusively:
Circulation–Library cards are issued and materials
are checked out to patrons.
Reference –Computer assistance is offered on 16 PCs and information questions are answered by staff.
Children’s–Early literacy is promoted by various activities
including programs highlighted by the Summer Reading programs which will be kicked off at all libraries Saturday, June 7th, 2014.
Computer Lab–24 PCs for free public usage.
Teen Zone–7
PCs available specifically for Teen usage.

Previous Reductions 2008-2013 and Now 2014
Budget reduced from roughly $3.5 million in 2008 before latest proposed 60% budget reduction of $1 million.
Staffing cut from 31 full-time general fund positions (2008) to 13 (2013).
This staffing would dwindle to 3 with proposed $1 million reduction.
Branch hours were reduced from 54 in 2008 to 20 in 2009 before branch service elimination in proposed reduction.
Feldheym
hours reduced from 54 in 2008 to 46 in 2009 then to 37 in 2013 before proposed further reduction.
Only 1 of 5 management employees left.
Floods at all 3 city-owned facilities in last
3 years.

Board Budget Options
The Library Board of Trustees gave the Acting Library Director the following Guiding Principles:
To insure the safety of the public and staff at Feldheym;
To preserve as many full-time
jobs as possible;
To offer a respectable level of library public service.

Potential Impact for Feldheym
While the Acting Library Director submitted a potential reduction of almost $900,000 to the City Manager’s office that would reduce Feldheym’s staff to 3 full-time and part-time staff,
the Library Board may decide that this is not even a viable service option for Feldheym to try to offer library services to the residents of the City.

How City Funding Compares
Annual library funding is $8.07 per resident in FY 2013-14.
Annual library funding would decline to roughly $4 per resident for FY 2014-15 with proposed $1 million reduction.
Statewide
mean was $31.35 in FY 2011-2012.

Augmenting City Funding
The Library receives roughly $100,000 annually in funding primarily for Internet and phone service as a participant in the federal E-Rate program benefitting libraries and schools. The
Acting Library Director has brought in approximately $1,000,000 in E-Rate funding over the last 10 years with successful annual applications.
The Library benefits from contributions
made to the library by the Library Foundation, Friends of the Library and the Library Board of Trustees for projects such as book purchases, eBooks and audiobooks as well as database
subscriptions.
Volunteers supplement staff by performing appropriate duties.
