Synopsis of Previous Council Action: On May 8, 2014, the Personnel Committee meeting was cancelled but the Committee Chairperson recommended that the proposed items be forwarded to the Mayor and Common Council for adoption. Background: The Police Department is seeking to change the minimum qualifications for both the Security Guard and Security Officer positions. These two positions are differentiated from one another in that a Security Officer is armed whereas a Security Guard is not armed. At present, the minimum qualifications for both positions are almost identical and restrict qualified applicants to those candidates that are 21 plus years of age and have been a former peace or reserve office in good standing with the California law enforcing agency. It's believed that these restrictions are unnecessarily stringent based upon the job duties for both the Security Officer and Security Guard and are seeking to broaden the scope of candidates that can be considered for both part-time/extra-hire positions. Analysis The State of California Bureau of Security and Investigative Services (BSIS) trains and licenses security guards. It's believed that the BSIS training and licensure adequately prepares individuals to perform the job duties for a Security Guard and a Security Officer. With this in mind, we are seeking to consider candidates with a valid security guard registration (California Guard Card) and firearm permit for the Security Officer position in lieu of being a former peace officer or reserve officer.
