Council Member Marquez asked how long it would take to complete the project.

Discuss and Take Possible Action on the Recommendations from the Charter Review
Committee for Potential Charter Amendments to be Placed on the November, 2014
Ballot
Phil Savage, Charter Review Committee Chairman, reviewed the five Charter changes
recommended by the Committee as follows: Amend Article III, Section 40, adding
subsection (bb); Amend Article VII, Sections 120 through 122; Amend Article X, Section
186; Repeal Article XI; and Amend Article XIII, Section 254 (Civil Service Discharge or
Reduction of Compensation).
Council Member Mulvihill made a motion, seconded by Council Member Marquez, to
adopt the proposed ballot Item Nos. 1 through 5. The vote was taken following further
discussion.
Senior Assistant City Attorney Grider advised that the motion should be to direct the City
Attorney to draft the language and then set the two public hearings and the special
Council meeting.
Council Member Johnson read into the record a letter from Hardy Brown regarding
Charter Section 186.
Council Member Nickel asked if the Council would receive some type of language
regarding the five amendments by June 17, 2014.
Senior Assistant City Attorney Grider stated that the language will have to be sent out in
a public notice by May 27, 2014, so the Council will have it well before the June 17,
2014 meeting. She stated that the Government Code requires that two public hearings be
held prior to being able to take a vote, and they would have to wait 21 days after the
second public hearing before they could vote to place anything on the ballot.
Mr. Savage discussed the criteria the Committee used for deciding what issues would be
taken up now and those better left for later. He suggested that there be a second motion
to ensure ongoing Charter review.
Council Member Nickel requested that a second motion be made to include Proposed
Committee Recommendation Nos. 1 and 2.

Senior Assistant City Attorney Grider stated that the fee would have to be based on actual
cost, which meant that they couldn't charge more than it actually costs to process it.
Council Member Valdivia suggested looking into doing a cost analysis to determine how
this will affect staff. He asked if the item could be continued.
Ms. Grider suggested amending the ordinance via interlineation that the fee would be an
amount set by resolution and then they could come back to Council with a resolution
setting the fee.

Motion: Amend Section 5.36.030A of the Ordinance, changing the language to
read, "in the amount set by resolution"; and lay over Ordinance for final
adoption.

Council Member Marquez stated that San Bernardino Generation Now had made a
request that the Council consider sending a mural ordinance through the Legislative
Review Committee.
City Clerk Hanna stated that she had planned to bring a resolution and a policy to the
Fine Arts Commission in June.
9. Public Comments on Items Not on the Agenda
Robert Porter, San Bernardino, said the police and firefighters are hard at work when
others are asleep; and spoke about the native art in the local hills.
Shirley Harlan, San Bernardino, spoke about the 011ie McDonald Senior Talent
Showcase and said they do not get the marketing attention or the support they need from
the City to make it what it should be.
Mike Harding, host of a radio talk show called Airport Watch SPD, on KCAA 1050 AM
every Sunday at 11:05 a.m. He stated that the airport is the last jewel that the City of San
Bernardino has—it is a great facility with money to be made, and jobs to be created.

Darius Harris, Rialto, spoke about Project Fighting Chance, a youth boxing program at
Perris Hill Park. He said it was a good thing for the community and the youth.
Ian Franklin, Highland, thanked the Council for approving CDBG funding for Project
Fighting Chance and for believing in what they are trying to do. He said one important
thing his group does is send the children who participate in the program home with a full
stomach. He said the greatest resource for change is people.
Page Miller, Highland, spoke about launching her spay/neuter awareness campaign. She
asked each of the Council members to disseminate fliers to community members and post
them at community centers so people are aware. She said she needs additional funding to
pay for additional fliers, cat habitats and sun shades. She thanked the Animal Control Ad
Hoc Committee and suggested that cameras be installed in the shelter.
Hayward Jackson read Romans 1; 18-32, and said the nation participates in serious
idolatry.
Betty Jean Long, San Bernardino, spoke about how people who had stolen from her had
not stolen from a white person. She said she is Cherokee and Apache and they do not put
up with that. She stated that if she is repaid what is owed her, she will forget it.
