Synopsis of Previous Council Action: On April 24, 2014, the Personnel Committee Chairman recommended that the proposed item be forwarded to the Mayor and Common Council for adoption. BACKGROUND Law enforcement agencies, including the San Bernardino Police Department, continue to face challenges in retaining,recruiting, and hiring police officers. This appears to be a trend for many law enforcement agencies hiring new police officers. The Department has identified a problem in the summary description of the Law Enforcement Trainee job description, which limits a Law Enforcement Trainee to 1,000 hours in a fiscal year to complete a State of California Police Officer's Standard and Training(POST)Basic Academy Course. In addition to a POST Basic Academy Course (920 hours of instruction), Law Enforcement Trainees must complete San Bernardino Police Department orientation and training. The current agency orientation consists of a brief overview of the department and is only 40 hours, which is not enough time to provide a proper orientation and pre-academy training. A Law Enforcement Trainee is given an introduction to the organizational structure, a police department tour, issued equipment, Force Options Simulator training, Front Desk operations, Dispatch operations, Traffic Division, Records, Multiple Enforcement Team, Gang Unit, Narcotics Unit, Property, Detective Division, Forensics Division, Professional Standards Unit, Community Affairs Unit, Crime Analysis, City Hall, and an introduction to the Police Officers Association. This orientation also includes firearms training, weaponless defense, impact weapons and conducted energy device familiarization. The primary purpose of orientation is to prepare the candidate to transition into the Basic Academy. The Police Department has also conducted voluntary programs to instruct Law Enforcement Trainees in the basic skills they need for the Academy, including ethics training, marching, Updated:4/28/2014 by Georgeann"Gig?Hanna B it 3187 physical fitness exercises,memorandum writing, and uniform preparedness. Additional time may be needed for training with the department-issued weapon or other identified training needs. The 40-hour orientation is not a sufficient period of time to provide a thorough agency orientation or to properly prepare a Law Enforcement Trainee for the Basic Academy. In the current Law Enforcement Trainee job description, there is no wording to reflect that an orientation or other duties may be assigned. The department is requesting to revise the job description to increase the number of hours to 1,480 from the date of hire to provide a Law Enforcement Trainee sufficient time to complete the Basic Academy, the agency orientation and the training program. This formalized agency orientation will not exceed three months. This revision will also develop a mechanism to further evaluate a Law Enforcement Trainee prior to the start of the Basic Academy. Upon Mayor and Council approval, Law Enforcement Trainees will be assigned to the department for orientation and other duties as assigned. These duties will include exposure to department operations, which will assist in the retention of candidates and reduce the loss of employees to other agencies that currently have similar programs. FINANCIAL IMPACT/FUNDING SOURCE There is no financial impact to update the job description. RECOMMENDATION 1. Repeal the current job description of Law Enforcement Trainee in its entirety. 2. Approve new job description for the position of Law Enforcement Trainee. Minimum Qualifications: Graduation from high school or GED equivalent. Within accepted medical standards, weight must be proportionate to height. Minimum eyesight requirements: 20/70 each eye uj uncorrected without error, 20/70 both eyes correctable to 20/20 both eyes. Must be at least 20-1/2 years of age. Must pass a color perception test, criminal and traffic records check, o background investigation, physical and agility requirements and a psychological .2 examination. A polygraph examination will be required. Applicants who have successfully completed 60 or more qualifying college semester units with a grade point average of 2.0 = or higher from an accredited institution of secondary education will not be required to take 2 the written examination. Applicants provide their completed PHS/PIQ to the Physical Police Department. Assessment • Physical assessment will be administrated at the S.B.S.O. academy. The physical agility will consist of obstacle course, body drag, chain link fence, solid fence, Supervisors W 1= and 500 yard run. � • Candidates will be interviewed by a panel of employees Oral Board o at the rank of Sergeant or above utilizing P.O.S.T.
