(#3194) Current Business Registration Certificate: Not Applicable Financial Impact: None Motion: Adopt the Resolution. Synopsis of Previous Council Action: None. Background: Mayor Davis requested research to provide recommendations concerning Los Angeles Mayor Eric Garcetti's Youth Jobs Program. Their program is a voluntary pledge-program initiated within the Mayor's office and managed by the City's Workforce Development Department which coordinates employers-schools. The City of San Bernardino could certainly do something similar with very little resources beyond personnel time expenditures and expanding the City's website to include an informational page. If the City of San Bernardino could receive a corporate contribution toward such a program,we can expand reach into a more robust-style program such as Los Angeles' (but for a much smaller budget). For Mayor Garcetti,the program was created utilizing discretionary funds provided to the Mayor's office which do not exist within the City of San Bernardino's current budget. The Mayor's Office has indicated that they would be happy to work with the City Clerk to create a web-page and move this initiative forward. In addition, the City has several institutions of higher learning, an excellent student base, and at- risk youth that would benefit greatly from a summer job. Our faith-based community offers programs that provide job-training skills at no cost. The purpose of this report is to detail a ° Summer Youth Employment Program (SYEP) within the City of San Bernardino to initially: 0 ➢ Partner students (through our schools and universities)with employers ➢ Creates a"clearinghouse' database of potential internships/summer jobs E 0 ➢ Promotes the creation of summer jobs with local employers ➢ Connects students/youth to jobs within the area M 0 The SYEP provides youth between the ages of 14 and 24 with summer employment opportunities, mentorship, workplace readiness training and financial literacy. The program is W Z designed to emphasize real-world expectations; increase awareness of services offered by local community-based organizations; and provide opportunities for college, career, and financial literacy training. cam, M The SYEP could be one of the City's most exciting programs to put young adults to work, E providing first time job experience that will set them on the path to be lifetime earners. Council 0 Member Rikke Van Johnson and Mayor R. Carey Davis are committed to providing summer `a 0 jobs for young people ages 14-24 who live in the City of San Bernardino and will partner with 0 the City Council, SEBETA, the Community College District, the San Bernardino Unified School L a� District, Cal-State San Bernardino, Business Roundtable of San Bernardino and community E E businesses and organizations to reach the goal of generating summer jobs for our City's youth. Cn Initial Phasing: } f- This is a program that can grow overtime without expenditure from the City's General Fund. w Initial phasing of the program includes: _ v a ➢ Anon-binding Resolution establishing a call to our City's business community Q ➢ Incorporation of the program into our City's strategic communication's planning ➢ Web-site development (inclusion on the City's web-site) with program goals — "who to E call" etc. U ➢ Actively seek endowment from local corporate or non-profit entity to fund secondary q phasing of the project Secondary Phasing: Additional phases of the SYEP may include subsidization of employer costs, training, or youth transportation to job site through private endowment. In addition, grant funding or private CU endowment of the program could allow for clearinghouse opportunities — matching employers c a. with youth to participate within the program, tracking progress, and increasing opportunities.
