Background:
The City of San Bernardino owns two parcels of land, designated for San Bernardino Municipal
Water Department(Water Department)use, known as Assessor Parcel Number's 0151-241-16 &
0151-241-19, generally located within Devil Canyon between Redwood Street and Belmont
Avenue. On behalf of Frontier Communities (developer of the new adjacent Tract No. 17716),
the City's Community Development Department contacted the Water Department with a request
to allow Frontier to install a City-owned sewer main within a portion of these properties.
The new sewer main will connect to the existing main within Redwood Street extending
southerly to Belmont Avenue, which currently serves the tract of homes off of Brenda Lane.
This alignment was requested as the proposed alignment for the sewer main was located within
an easement between residential lots, within large slope areas, creating an undesirable condition
for ongoing maintenance and operation. The newly installed sewer main will be constructed by
the developer at no cost to the City. The sewer main will be City-owned and will be maintained
by the City once its construction is completed and accepted by the City.
On March 4, 2014, the Board of Water Commissioners unanimously voted to accept the request
from the City to install the sewer main within the Water Department designated property. The
location of the sewer main is not in conflict with any Water Department facilities and should
have no impact on the operation or maintenance of the Water Department's water system.
This sewer easement designation will allow for the construction, installation, operation and
maintenance of the City sewer main. The attached resolution establishes the legal boundaries of
the sewer easement within City property, and will be recorded with the County Recorder.
