Financial Impact:
The City Manager's Office is requesting to add three (3)part-time CDBG Program Assistant(U)
positions, at a total cost of approximately$9,000 for the remainder of FY 2013-2014.
It is anticipated the part-time CDBG Program Assistants (U)will work approximately 150 hours
through the end of the 2013-2014 fiscal year. These positions shall be paid from CDBG
Administration, Account Number 119-100-0014-5502.
The City Manager's Office will absorb the costs for FY 2013-14 through CDBG salary savings
and future costs related to this change will be added to the City Manager's Budget for CDBG in
FY 2014-15.

Synopsis of Previous Council Action:
On April 24, 2014,the Personnel Committee Chairman recommended that this item be forward
to Mayor and Common Council for adoption.
Background:
For several years the City operated its Community Development Block Grant(CDBG) and
Emergency Solutions Grant(ESG)programs through the Economic Development Agency. On
July 1, 2011,both programs were transferred to the City Manager's Office and assigned to one
(1) Project Manager/Assistant of the City Manager.
On February 19, 2013,the Project Manager/Assistant of the City Manager was reclassified to
Deputy Director of Housing(U),with responsibility for the existing community development
programs and the City's housing programs, Home Investment Partnership (HOME)program and
remaining Neighborhood Stabilization(NSP) Program funds. In addition, one(1) Grants
Analyst and additional part-time funding was added to the City Manager's Office to assist. The
Grants Analyst position was never filled; however, the Housing Division of the City Manager's
Office has been able to hire one(1)part-time Apprentice and one (1)part-time Intern. The
Division also has contractual agreements with Municipal Housing Solutions (Daysi Hernandez)

and Lorraine Wyche for HOME/NSP program management and CDBG technical program
support,respectively.
Per Federal requirements as outlined by the Department of Housing and Urban Development
(HUD), additional dedicated(and specified)program staff is necessary to effectively manage the
various activities of the CDBG and ESG programs.

Under general supervision coordinates the City's Community Development Block Grant(CDBG)

DISTINGUISHING CHARACTERISTICS o
The Community Development Block Grant (CDBG) Program Assistant (U) is the entry-level °-
position involved in the planning for/and use of federal grant dollars, including conducting m
preliminary environmental reviews; orientation, training, and technical assistance for sub-
recipients; maintenance of files and correspondence with HUD and local guidelines; assist in the
development of housing and community development plans and reports as required by the U.S. o
Housing and Urban Development (HUD); assist program staff with monitoring program, project, N
and activity performance and progress; provide community development program information to a.
the public and stakeholders; and assist in the development of county community development
policies. °1

1. Coordinates project performance with all CDBG sub-recipients to ensure timely spending w
of funds and prepares necessary reports and information required by the County.
2. Assists in administering the CDBG Annual Action Plan process in preparation of the o
annual budget for the program. .2
3. Works with coordination committees that assist in formulating the structure of future o
housing and community development programs. a.
4. Assists in the development of processes of housing programs including housing ml
rehabilitation, acquisition and homeowner assistance programs for the City and future o
partnering organizations. v

Accreditation shall be by a national or regional accreditation body that is recognized by the
Secretary of the United States Department of Education. o
