The Mayor and Common Council approved the Plan and HUD awarded funds for FYI 997/1998 in July 1997, to be effective on July 1, 1997. Emergency Shelter Grant (ESG) Program funds can be used by eligible non-profits for a variety of homeless service activities, including: shelter rehabilitation, essential services (food provision, transportation), homeless prevention, operations and agency administration. Agencies receiving these funds must show the ability to provide delivery of high quality services; satisfy the HUD ESG matching fund (dollar for dollar) requirements; and address identified community"needs" in conjunction with this assistance. To award the funds, a Request for Proposals (RFPs) was advertised on November 6, 1997 to solicit applications for the ESG funding. There were a total of five (5) applications received. Based on the criteria that agencies have: demonstrated experience and capacity to serve the homeless;the ability to ensure compliance with the community needs of the Consolidated Plan; submitted eligible projects for funding, staff carefully reviewed the number of clients served and to be served and recommend the following distribution of the $105,000: The Salvation Arm $47,520 M 's Mercy Center $13,500 Frazee Community Center $20,480 Option House, Inc. $23,500 Samaritan Social Service, Inc. $_0_ TOTAL $105,000 It should be noted that Samaritan Social Services, Inc., is not recommended for funding because their application was incomplete, services not defined and lacked a source of matching funds. Recommendation Staff recommends adoption of the form motion. RONALD .
