Recommended motion:
That the recommendation by the Traffic Safety Committee, that
Arrowhead Avenue be closed to traffic at "E" Street/Kendall Drive,
be accepted.

Funds have been allocated for the widening of "E"
Street/Kendall Drive, between 36th Street and "H" Street, from
two lanes to four lanes .
Arrowhead Avenue intersects "E" Street/Kendall Drive in
the middle of a curve, which is not in accordance with accepted
Traffic Engineering principles. Approval was given in 1983 to
close Arrowhead Avenue on a trial basis. This closure generated
considerable complaints , from the owner of a. motel on the
southeast corner of "E" Street and Arrowhead Avenue, and from
motorists who used Arrowhead Avenue as a "short cut. " A
directive was later issued by the Mayor and Council that the
barricades be removed and Arrowhead Avenue re-opened to traffic .
Since plans are being prepared for the widening of "E"
Street/Kendall Drive, it seems appropriate to reconsider the
closure of Arrowhead Avenue. The motel is now closed, and has
lost its non-conforming status, which will negate a major source
of opposition.
The accident rate at the intersection of Arrowhead Avenue
with "E" Street/Kendall Drive is within normal limits. However,
widening "E" Street/Kendall Drive to four lanes will change the
configuration of the intersection.
Letters were mailed to residents in the area advising
them of the possible closure of Arrowhead Avenue , and that the
matter would be considered by the Traffic Safety Committee at
their meeting of 9-10-97 . Signs were also posted to advise
motorists of this consideration.
The 24-hour traffic volume on Arrowhead Avenue, east of
"E" Street/Kendall Drive, is:
Westbound - 1 , 270
Eastbound - 1 , 630
Total - 2 , 900
The closure of this street would result in a change in
traffic patterns in the area. Some through traffic would
probably elect to use 36th Street, 34th Street or Marshall
Boulevard, but the majority is expected to use Highland Avenue,
or Electric Avenue. We have reviewed the impact of the addition-
al projected traffic on these streets, and have concluded that
none of their capacities would be exceeded.
Emergency access is provided to residents living on the
top of the hill by a private street, commonly referred to as the
Burma Road. This street would continue to provide emergency
access to "D" Street, as shown on the attached map.

In the event that the recommendation by the Traffic
Safety Committee is accepted, the environmental review for the
improvement of "E" Street/Kendall Drive will be based upon
Arrowhead Avenue being closed.
Thirty-Two people attended the meeting of the Traffic
Safety Committee. A straw vote was taken to allow these persons
to indicate their support or opposition. The results of this
vote were:
In support - 8
In opposition - 24
After hearing input by staff and the public, the Traffic
Safety Committee approved the closure, by a vote of 8 to 3 .
We recommend that the recommendation by the Traffic
Safety Committee be accepted.
