On December 1, 1997, the Mayor and Common adopted the study. On October 20, 1997, the Mayor and Common Council approved an upgrade to the salary range for the classification of Code Compliance Manager to Range 4482, $4,913 - $5,972/month. Description) Salaries - Permanent/Full-Time Finance: Council Notes: Agenda Item No. CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT BACKGROUND On September 16, 1996, the Mayor and Common Council authorized the execution of an agreement with Ralph Andersen & Associates for a management/confidential compensation study. On December 1, 1997, the Mayor and Common adopted the study. On October 20, 1997, the Mayor and Common Council approved an upgrade to the salary range for the classification of Code Compliance Manager to Range 4482, $4,913 - $5,972/month. ANALYSIS The Code Compliance Manager position has been vacant since September 25, 1997. Recruitment for the position was conducted from October 13, 1997, through November 20, 1997. The results of the recruitment produced only four (4) candidates who marginally met the minimum qualifications. Of the four candidates, only three (3) chose to be interviewed. The one candidate who declined to be interviewed cited salary as the reason for declining the interview. The three candidates who were interviewed lacked the experience, technical expertise and leadership abilities desired by the City of San Bernardino. A review of the applications revealed that a majority of the applicants lacked the experience necessary to handle the broad, complex code compliance issues facing the City of San Bernardino. An analysis of three (3) cities with code enforcement departments of similar size and operation to the City of San Bernardino indicate that the average salary range for a comparable position is $5,452 - $7,147. It would appear that in order for the City to attract a viable candidate, an increase in salary must be considered. In addition to the increase in salary, it is recommended that the minimum qualifications be changed to include the certification requirements which were recommended by the City Attorney. In order to recruit and retain the most qualified candidates, it is recommended that a salary range consistent with current market values be established. The appropriate salary range for the Director of Code Compliance is Range 4523, $6,028 - $7,327. COSTING The cost for this position is dependent upon a number of factors. However, for general comparison purposes, listed below are the basic costs for one year. Current Ran&e Range 4482, $4,913 - $5,972/month Step 1 for 6 mos. ($4,913 x 6) $29,478 Step 2 for 6 mos. ($6,329 x 6) 37,974 31.814% benefits 23,588 TOTAL $97,730 Net increase for one year = 18 080 RECOMMENDATIONS Based on the foregoing, recommendations include: * Upgrade the salary range for the classification of Code Compliance Manager from Range 4482, $4,913 - $5,972/month to Range 4523, $6,028 - $7,327. * Change the title for the classification of Code Compliance Manager to Director of Code Compliance * Direct the Personnel Department to update Resolution 6413, Section Fourteen, to reflect this particular action.
