Synopsis of Previous Council action:
11/17/97 -- Mayor and Common Council approved 9/80 schedule through
December, 1998 , and requested that the City Administrator
consider options for providing Planning and Building
services on the closed Fridays.
Recommended motion:
That the status report on feasibility of expanding Building
Inspection customer service hours be received and filed.

STAFF REPORT
Background
On November 17, 1997, the Council approved the extension of the
9/80 work schedule for City Hall through December of 1998 . During
the discussions regarding this item, it was suggested that building
inspection services should be available to City customers on the
closed Fridays .
Accordingly, a plan has been developed that will allow building
inspection services to be provided 5 days per week. The purpose of
this report is to inform the Mayor and Council that this service
will be available beginning in January, 1998 .
Inspection Services
Planning and Building Services conducts building inspections of new
and rehabilitative construction in all commercial, industrial, and
residential buildings . Customers call the division 24 hours in
advance to schedule an inspection.
In order to offer inspections on the closed Fridays, a number of
scheduling options were considered. Under the plan developed by
Planning and Building Services, inspectors' schedules will be
rotated so that one inspector is out of the weekly rotation every
Monday and Friday. Clerical staff will also be rotated. This
option allows the department to offer field inspections and take
phone calls 5 days per week, including the Fridays that City Hall
is closed. In order to accommodate this schedule, the division
will be at 75% staffing levels on all Mondays and Fridays .
It is anticipated that this change will lead to additional overtime
costs of approximately $1, 600 for the remainder of the fiscal year.
This overtime may be necessary to provide backup coverage on those
days where staffing is reduced. Funds are available for this
overtime in the existing Building Services division budget .

We will closely monitor the impacts of this schedule change on
customer service levels, customer satisfaction, and employee
workloads . The San Bernardino Public Employees Association (SBPEA)
has also been contacted, and staff will meet with SBPEA as needed.
In June of 1998 , this arrangement will be evaluated to determine if
it should continue on a permanent basis .
Recommendation
It is recommended that the Mayor and Council receive and file this
report .
