STAFF REPORT
Resolution No. 92-344 , adopted on 8-02-93, established the plan
checking fee and permit fee for off-site (street) improvements at
4% each of the estimated construction costs.
This fee schedule is fair and equitable for normal size projects.
However, it is possible that those fees for large projects could
amount to more than the actual costs incurred for performing
those services.
Resolution No. 93-298, adopted on 8-02-97, authorized the
Director of Public Works/City Engineer to accept a cash deposit
in the amount of our estimate for providing plan check and permit
services for on-site (property) projects. This authorization was
limited to projects in excess of 5 acres and with an estimated
construction cost in excess of $500 ,000. 00 . The balance of the
deposit is refunded, or a bill submitted to the developer for any
shortfall, after the project is completed.
It would seem advisable to offer the option to submit a deposit
for large off-site projects, as well a for on-site projects.
The proposed resolution authorizes a deposit to be submitted for
off-site improvement projects with an estimated construction cost
in excess of $500,000 . 00 .
We recommend that authorization be granted to accept deposits for
large off-site improvement projects.

2 RESOLUTION OF THE CITY OF SAN BERNARDINO ESTABLISHING
OFF-SITE PLAN CHECKING AND INSPECTION FEES; AND RESCINDING
3 RESOLUTION NO. 90-487 .
4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:

6 SECTION 1 . Findings. The Mayor and Common Council
hereby find: -

8 A. A public meeting has been held by the Mayor and
Common Council pursuant to the provisions of Government Code
9
10 Section 54990, et se
q. , to consider the adjustment of fees and
11 service charges for various services provided by the Department
12 of Public Works/Engineering, which meeting was held pursuant to
the action by the Mayor and Common Council.

14 B. None of the proposed increases exceed the actual cost
15 of providing such services and, for those services which are not
16 completely paid for by the proposed fees, the additional expense
17 to the City of providing the services shall be borne by the
general fund of the City of San Bernardino.

19 C. The proposed fees are reasonable and necessary to
20 enable the City of San Bernardino to more nearly meet the actual
costs of providing such services and facilities.

SECTION 2 . Department of Public Works/Engineering Plan

Check Fees for off-site improvements are hereby established as
23
follows:

25 A. Plan check fees for all improvement plans, including,
but not limited to, street improvement plans, subdivision
26
improvement plans, non-residential parcel map improvement plans,
27
and residential improvement plans shall be set at 4% of the

1 estimated cost of improvements shown on the plans, with a $50
2 minimum charge.
3 B. Inspection and Staking Fees
4 Inspection fees shall be 4% of the estimated cost of the
5 improvements covered by the permit. Staking fees shall be the
6 combined hourly wage rate of the survey crew, multiplied by the
7 numbers of hours worked, multiplied by three (3) .
8 C. Map filing fee shall be $1, 000, plus $30 per lot or
9 parcel.
10 D. Certificate of Compliance filing fee shall be $150 .
11 SECTION 3. The service fees and charges hereinabove set
12 forth shall be effective 60 calendar days from the adoption of
13 this resolution.
