HomeMy WebLinkAbout2014-291 1 RESOLUTION NO. 2014-291 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING SUBSTANTIAL AMENDMENT #1 TO THE 3 2014-2015 HUD ACTION PLAN TO FUND VARIOUS COMMUNITY 4 DEVELOPMENT PROJECTS. 5 Whereas, as a recipient of federal funding from the U.S. Department of Housing and 6 Urban Development (HUD) the City is required to prepare and submit to HUD an Annual Action Plan that describes generally how the jurisdiction proposes to use Community 7 Development Block Grant (CDBG), Home Investment Partnership (HOME) program, and 8 Emergency Solutions Grant (ESG)program; and 9 Whereas, amendments or changes to the Action Plan can only be made through the City's adopted Substantial Amendment/Citizen Participation Process, which requires that the 10 entire text of the proposed amendment be made available for reasonable public review and 11 comment period; and 12 Whereas, pursuant to the city's adopted Citizen Participation Process the following 13 projects are proposed to be added to the 2014-2015 Action Plan by substantial amendment: 14 1. Job Referral Service -$350,000 Prior Year Funding 15 The Job Referral Service (JRS) is a FREE applicant/employer referral service offered through the City of San Bernardino. The program assists individuals 18 and over with 16 finding jobs with local employers and local employers with hiring San Bernardino 17 residents in need of employment. Not a job training program, JRS would contact local businesses to determine job opportunities, post the job opportunities on a City's 18 website on behalf of employers, prescreen applicants, facilitate referrals of qualified candidates and organize and promote on-site recruitments. Employers would provide 19 any needed job training. JRS would provide free job referrals to job applicants and 20 assist in resume writing and other job preparation endeavors such as mock interviews. JRS is committed to promoting the quality of life and economic vitality in the 21 community by matching the employment needs of the business community with the employment needs of local residents. JRS will work collaboratively with other job 22 training and placement agencies, educational institutions and the City's non-profit 23 partners. 24 25 26 27 28 2014-291 1 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING SUBSTANTIAL AMENDMENT #1 TO THE 2 2014-2015 HUD ACTION PLAN TO FUND VARIOUS COMMUNITY DEVELOPMENT PROJECTS. 3 4 NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON 5 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 6 SECTION 1. That the City Council, through "Substantial Amendment #1 to the 2014-2015 Action Plan" and contingent upon the approval of the Department of Housing and 7 Urban Development (HUD, will commit Community Development Block Grant (CDBG) 8 funds to the following projects as follows: 9 1. Job Referral Service - $350,000 Prior Year Funding 10 SECTION 2. That funding for the proposed project(s) shall be appropriated into the 11 City's 2014-2015 Budget in account number 100-119-0014-5502. 12 SECTION 3. That a copy of the complete Substantial Amendment shall be available for public review for a period not less than thirty(30) days in the City Clerk's Office. 13 14 SECTION 4.
