RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE
3 CITY OF SAN BERNARDINO SETTING CRITERIA FOR DETERMINING
4 RESIDENCY PURSUANT TO THE HOMELESS INTERVENTION ACTION PLAN
5 WHEREAS,the Mayor and Common Council approved the Homelessness Intervention Action
6 Plan on June 2, 2014 by Resolution No. 2014-156; and
7
WHEREAS,the Homelessness Intervention Action Plan provided that the City Attorney,
8
9 Police Chief, Office of the Mayor and Mayor Pro Tem establish and recommend proper
10 residency criteria to determine the number of unsheltered homeless population that are
11 members of the San Bernardino community and present such criteria to the Mayor and
12
Common Council for approval within 45 days of the passage of Resolution No. 2014-156.

14 NOW, THEREFORE BE IT RESOLVED BY THE MAYOR AND COMMON
15 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
16 SECTION 1. The criteria for establishing residency pursuant to the Homelessness
17 Intervention Action Plan as set forth in Exhibit "A" attached hereto and incorporated herein is
18
hereby approved.

Exhibit"A"
Residency Criteria for the City of San Bernardino
Introduced at the Request of Council Member Virginia Marquez (1st Ward of the Common
Council) and co-sponsored by Mayor R. Carey Davis
The purpose of these criteria is to establish what the City of San Bernardino will use to
define who they consider to be their residents (homeless or active household resident). In
an open, caring, and just manner, this document will attempt to give the City of San
Bernardino guidelines that it can use as a basis for issues dealing with establishing the
resident population.
Criteria:
The City will recognize all those who were born and whose parents resided in the City of
San Bernardino and can provide proof, as residents of the City.
The City will recognize all those who have resided on property zoned for residential use in
the City of San Bernardino for more than five years, as residents of the City.
The City will recognize all those who have attended K-12 schooling in the City of San
Bernardino and can provide proof, as residents of the City.
The City will recognize all those who are current employees in the City of San Bernardino
or who have worked in the City longer than three years and have been unemployed for less
than six months as residents of the City.
The City will recognize all those who have immediate family members - mother, father,
child, sibling, or grandparent- in current residency of the City of San Bernardino,as
residents of the City.
The City will recognize all those who have been known, by either first hand or written
record, by the San Bernardino Police Department, Code Enforcement Department,and/or
other City officials as part of the community in which they live and are willing to register, as
residents of the City.
The City will recognize all those who have been or are currently tied to the community-
making contributions through service and overall betterment of the community-and can
provide proof of what they have done,through the organizations they have worked with or
through testimonials from resident community members, as residents of the City.
If more than one or all of the requirements are met, than a person can be considered a
resident (homeless or active household resident) of the City of San Bernardino and receive
the services and benefits that come with that privilege.
