2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO ESTABLISHING THE POSITION OF FIRE DISPATCH SUPERVISOR
3 AND APPROVING THE JOB DESCRIPTON.
4 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
5 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1: The position of Fire Dispatch Supervisor, Range 2460, $4,402
7
8 $5,351 per month, is hereby established and the job description for said position,
9 attached hereto as Exhibit "A", is approved; and
to SECTION 2: The Director of Human Resources is authorized to updat.
11 Resolution Nos. 97-244 and 2011-218 to reflect these actions; and
12 SECTION 3: The Director of Finance is authorized to amend the FY 2014/1
13 budget to reflect these actions.

FIRE DISPATCH SUPERVISOR
JOB SUMMARY
Under direction, supervises, assigns and participates in the dispatching of Fire and/or other City
personnel; ensures work quality and adherence to established policies and procedures; and
performs related work as assigned.
DISTINGUISHING CHARACTERISTICS
The Fire Dispatch Supervisor is a working supervisor with responsibility for overseeing all
aspects of the Fire Department's emergency and non-emergency telephone and radio
communications operations on an assigned shift. The incumbent is responsible for
accomplishing division objectives and goals within guidelines established by the Fire Chief, City
Manager, and City Council. Assignments are broad in scope and allow for a high degree of
administrative dissection in their execution.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may
be performed. The omission of specific statements of duties does not exclude it from the
position if the work is similar, related or a logical assignment to this class.
1. Plans, schedules, supervises and evaluates the work of assigned staff; with staff,
develops, implements and monitors work plans to achieve assigned goals and
objectives; contributes to development of and monitoring of performance against the
annual Communications budget; participates in developing, implementing and evaluating
work programs, plans, processes, systems and procedures to achieve Fire Department
and City goals, objectives and performance measures consistent with the City's quality
and service expectations.
2. Plans and evaluates the performance of assigned staff; establishes performance
requirements and personal development targets; regularly monitors performance and
provides coaching for performance improvement and development; recommends
compensation and provides other rewards to recognize performance; subject to
management concurrence, takes disciplinary action, up to and including termination, to
address performance deficiencies, in accordance with the City's human resources
policies, Civil Service Rules and labor contract provisions.
3. Monitors communications between callers, dispatchers and fire units to ensure accurate
and efficient relay of information.
4. Monitors status of fire units to ensure availability for call assignment.
5. Investigates and resolves complaints regarding subordinate performance and service
levels.
6. Assists dispatchers with the most complex or non-routine calls.

7. Reviews new technology for use in the Fire Communications Center; identifies problems
with computer hardware and helps specify the parameters of new systems; coordinates
the implementation of computer, telecommunications and radio technology.
8. Receives "911" and non-emergency calls; provides information; routes calls; enters
information into police computer-aided dispatch (CAD) system; evaluates, prioritizes and
sequences incoming information and determines number and type of units to send to an
incident; dispatches fire personnel and equipment to incidents according to established
procedures; maintains radio contact with fire units on assignments; notifies other
departments of needed support services.
9. Operates a variety of dispatch equipment including computer-aided dispatch (CAD)
systems, automated telephone system and 800 MHz radio system to coordinate
emergency calls and relay requests, questions or information from personnel in the field
to the on-duty Battalion Chiefs.
10. Maintains familiarity with the geography/topography of the City including the location of
streets, specific buildings, trouble areas and hazards.
11. As necessary, appears in court to present testimony or evidence.
12. Provides day-to-day leadership and works with staff to ensure a high-performance,
customer service-oriented work environment that supports achieving City objectives and
service expectations; provides leadership and participates in programs and activities that
promote a positive employee relations environment.
GENERAL QUALIFICATIONS
Knowledge of:
1. Federal, state and local laws, regulations and court decisions applicable to assigned
areas of responsibility.
2. Techniques, procedures and terminology used in the operation of a public safety
communications center, including telephone and radio communication.
3. Department nomenclature and designations for fire units available for dispatch, and all
relevant verbal/electronic dispatch codes.
4. Appropriate agencies for handling public safety complaints/problems/emergencies.
5. City and county disaster plans and procedures.
6. Geography and topography of the City and county.
7. Principles and practices of effective supervision.
8. City human resources policies and procedures and labor contract provisions.
Ability to:
1. Organize, prioritize and direct the operation of the fire communication center on an
assigned shift.
2. Supervise, direct and coordinate the work of staff engaged in fire and emergency
medical aid dispatch and communications.
3. Effectively operate telephone, two-way voice radio console, computer terminal and other
related telephone equipment or systems in the communications center.
4. Analyze situations accurately and execute the correct dispatch calls under both
emergency and non-emergency circumstances.
5. Document facts and circumstances accurately, thoroughly and clearly under pressure of
multiple and/or emergency call situations.
6. Elicit and explain information effectively and accurately.
7. Prepare clear, concise and comprehensive correspondence, reports and other written
materials.

8. Organize, set priorities and exercise sound independent judgment within areas of
responsibility.
9. Exercise tact and diplomacy in dealing with sensitive and difficult issues and situations.
10. Establish and maintain effective working relationships with City and Department officials,
staff, sworn personnel, the public and others encountered in the course of work.
MINIMUM QUALIFICATIONS
Education, Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation
from high school or G.E.D. equivalent, and at least three years of progressively responsible
public safety dispatch communications experience, at least one of which was in a lead
capacity; or an equivalent combination of training and experience.
Typing speed of 30 words per minute is required.
Licenses; Certificates; Special Requirements:
A valid California driver's license and the ability to maintain insurability under the City's
vehicle insurance policy.
Successful completion of an accredited Emergency Medical Dispatch (EMD) course and
possess a valid CPR certification.
PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an
employee to successfully perform the essential functions of this class. Reasonable

While performing the duties of this job, the employee is regularly required to sit for prolonged
periods; talk and hear both in person and by telephone and radio; use hands to finger and
handle computers and dispatch equipment; and reach with hands and arms. The employee is
frequently required to stand and walk and may be required to occasionally lift and carry supplies
and materials weighing up to 35 pounds.
Specific vision abilities required by this job include close vision and vision sufficient to read
small print, computer screens and other printed documents.
Hearing abilities required by this job include the ability to hear in the normal audio range in
person and by telephone and radio.
WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee
encounters while performing the essential functions of this class. Reasonable accommodations

The employee works under typical office conditions, and the noise level is usually reasonable
although at times the noise level may become loud.
